16 Jun 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, my final comments is that we have spoken about this before. There is no rational in the Treasury always bringing to us 50 per cent of every line. What is the justification? We keep on repeating this. Minister, when you are seeking approval for Vote on Account, please, explain to us, why, for example, the National Intelligence Security Services (NSIS) needs Kshs6 billion. We just gave them Kshs5 billion the other day. Why do they need Kshs6 billion now? Why can it not wait? If there is some urgent payment to be made like maybe ...

15 Jun 2011 in National Assembly:
On a point of order, Mr. Deputy Speaker, Sir. The substantiation that was expected from hon. Dr. Khalwale was with regard to the claims that he made about the Member who represents Kibera. Could you, kindly, substantiate or withdraw? Please, do not extend this to your bull-fighting in Ikolomani!

On a point of order, Mr. Temporary Deputy Speaker, Sir. I agree with the Minister and all the assurances that he is giving this House. However, I think it will do justice to this House and the hon. Member who is affected, if the Minister of State for Provincial Administration and Internal Security is asked to come to this House this afternoon, and gives a commitment on the issue of security alone. To me, that is paramount. It is a priority over any other issue.

15 Jun 2011 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, from what the Minister has just said, it is very clear to me that he can issue the Ministerial Statement tomorrow. This Minister is even on record as having told the police to swing into action, which means that investigations are complete. If he is asking the police to move with speed, then what is he still waiting for? Unless the Minister wants to buy time, we ask him to bring this Statement tomorrow. This Statement is very important because the amount involved is too large and the service that, that money should have given ...

15 Jun 2011 in National Assembly:
Thank you Mr. Deputy Speaker, Sir. I would like to get the following confirmation from the Prime Minister. If that Report was ready by December last year, why did it take the Government so long - six months - to take action or even to make it public that Kenyans had lost that amount of money?

15 Jun 2011 in National Assembly:
Finally, I wanted to find out from the Prime Minister the following: In case those investigations are complete, instead of asking the Minister and the PS to step down--- That is because stepping down would only mean that the investigations are being carried out. If they are not found to be involved, are you still going to ask them to take responsibility?
