  • 5 May 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the Minister to impute ulterior motive on me? It is not that I want the Minister to get out of the Ministry, but I want the Ministry to be run properly. I would have no problem if there were no problems in that Ministry. So, it is nothing personal. It all has to do with the economy of this country. view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am rising on a point of order on a matter of procedure. If you look at Standing Order No.40(3), which says that in the absence of the Prime Minister, a Deputy Prime Minister--- view
  • 4 May 2011 in National Assembly: On a point of order, Temporary Deputy Speaker, Sir. There is a Statement which was supposed to be delivered to this House. I had sought the Statement from the Deputy Prime Minister and Minister for Finance. I have reliably been informed by Mr. Muriithi that the Statement will not be available today. However, I think it is procedural that he says so himself. view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, now that the Government has decided to use banks, including private banks, to disburse these funds, I would like to know what mechanism or method the Ministry is using to monitor these banks to ensure that the rates they charge are affordable, as the Deputy Prime Minister and Minister for Finance is implying. view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, yes, I am in agreement. I only hope that next time, if the two Ministers will not be available, then it will be delegated to another Minister. view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would also like to support the amendment. As we recognise the fact that many Kenyans are poor, and that they cannot meet the cost of these facilities, it is only logical that the Government shoulders the burden. If we just leave it without clear guidelines that the fees need to be paid by the Treasury, the various public hospitals will not be able to run these facilities and, therefore, our measure will be counterproductive. view
  • 4 May 2011 in National Assembly: With those remarks, I beg to support the amendment. view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, you realize that I also approached the Chair over the same issue. But just to add on this--- view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as the Minister prepares to answer this Ministerial Statement, could he also consider explaining why a company called Gulf, which was awarded a tender to bring in 70,000 metric tonnes of petroleum products, has not been able to offload its vessel? The tender was awarded in March. Could he also indicate whether that has caused the current fuel shortage in the country? Is there a possibility that the buyers have refused to accept the products from that particular company? Finally, could the Minster give details of the petroleum products in terms of volume held by ... view
  • 4 May 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. In Mr. Midiwo’s contribution, he mentioned my name together with Mr. Ethuro, yet I have not contributed. How come he knows what I am going to say? view
