  • 4 May 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to oppose this Procedural Motion. view
  • 4 May 2011 in National Assembly: What are we required to do? The Minister or the Government is asking us to reduce the publication period of the Vetting of Judges and Magistrates (Amendment) Bill from 14 days to eight days. Why is this the case? There is no reason. We decided to have the publication period for 14 days to allow for public participation. It was also to allow us to have time to look at what is in the proposed Bill. However, if you reduce the publication period from 14 days to eight days, you are not only denying this House an opportunity to look ... view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I agree with Mr. Ethuro that it is the Executive which has failed us on this, and I want to tell you why. The way the advertisement was done--- You need to advertise in the local dailies for wide coverage for Kenyans to apply. However, we are here today because of limited advertisement; that Kenyans could not make applications. It is not that Kenyans are not qualified for these positions. view
  • 4 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Executive has a responsibility to play in the drafting of the Bill. So, let me conclude my submission by saying that this is not something to support. In fact, I do not know why we cannot wait for six days so that we do not make another mistake. You are already accusing Parliament of making mistakes and that is why we are telling the Minister that we need more time to look at this Bill. Thank you, Mr. Temporary Deputy Speaker, Sir. view

  • 3 May 2011 in National Assembly: Madam Temporary Deputy Speaker, this country is even very much aware of sub-standard helicopters bought from China. That is corruption. This is not something to ask for substantiation. Minister, you know we have had many cases of corruption leave alone the ones that are being investigated now. You do not need to ask for substantiation. view
  • 3 May 2011 in National Assembly: On a point of order, Madam Temporary Deputy Speaker. I agree that we are discussing a very important report, namely; the Budget Policy Statement, but we started debating it last week. We have other very important pieces of legislation. For example, we have not finished with the Independent Electoral and Boundaries Commission and the Salaries and Remuneration Commission. If we allow the 220 Members to debate the Budget Policy Statement, we will never finish and we will be taking too much time. Could you put the question, so that we can vote whether the Mover should be called upon to ... view
  • 28 Apr 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I am rising on a point of order on the basis of this Question. Given the current accusations and allegations about the Members of Parliament asking particular Questions and contributing to particular Motions, it is important that if one identifies an issue that needs to be raised, then we get it cleared before we move ahead. The Minister for Water and Irrigation who is supposed to answer this Question is the Member of Parliament for Kitui Central, which is one of the constituencies listed here. I would love to hear if she ... view
  • 28 Apr 2011 in National Assembly: Mr. Speaker, Sir, I am referring to the Standing Order No.43(9), which even leads us to the fact that if this issue relates to the Minister’s constituency, we can discuss her conduct on the basis of the Question. view
  • 28 Apr 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. You heard the Assistant Minister say that he has talked to the Member for Parliament to decide on a place of his choice where he would place that particular station. This is a security matter. The hon. Member, probably, is not a security expert. Does it mean that the Government does not have a security system that can decide on the best location? Is it in order for him to shift view
