  • 8 Feb 2011 in National Assembly: The Leader of Government Business is saying that he did not say that. Could this be checked and a ruling be made so that we may know whether this was branded a Government Motion or not? view
  • 8 Feb 2011 in National Assembly: Mr. Speaker, Sir, the Vice-President and Minister for Home Affairs has just stated that this was a Cabinet decision and some people were jumping out of it. • 3 Feb 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. I believe we do not live in a banana republic. What the Assistant Minister has said and on which, hon. Karua rose on a point of order, was that the police are looking for “thugs” to kill. They are not looking for those who are confronting or want to kill hon. Members. He says they are looking for thugs to kill. How can a Government look for thugs to kill? view
  • 3 Feb 2011 in National Assembly: asked the Minister for Energy:- (a) why the Ministry reduced the budgetary provision for the Rural Electrification Authority by 50 per cent in the 2010/2011 financial year; and, (b) whether the Ministry will allocate more funds in the 2010/2011 Supplementary Estimates to enable the Authority provide electricity to the rural areas and help unlock the economic potential of those areas. view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, as you will notice from the Assistant Minister’s answer, the budgetary allocation was modestly reduced by about Kshs1.7 billion. Be that as it may be, why did the Ministry reduce the budgetary provisions for Rural Electrification Authority (REA) by 50 per cent? What led to the Ministry reducing the budget allocation to REA by 50 per cent, thereby denying rural areas the much needed energy? view
  • 3 Feb 2011 in National Assembly: Mr. Speaker, Sir, when the Ministry was rolling out this programme, the intention was to meet some target by the year 2015. With this kind of reduction, is the Ministry still satisfied that they will be able to meet the stated targets? view
  • 2 Feb 2011 in National Assembly: On a point of information, Mr. Speaker, Sir. view

  • 2 Feb 2011 in National Assembly: Mr. Speaker, Sir, I just want to inform the Deputy Prime Minister and Minister for Local Government that concerning the issue that Mr. Sirat raised with regard to constituencies which were not visited and his is one of them, I think the Prime Minister did that because the Vice-President had visited there not long ago. I believe he assessed the drought situation in that constituency. But, unfortunately, instead of taking food, he just visited and then came back. view
