  • 7 Jul 2010 in National Assembly: Mr. Deputy Speaker, Sir, I am convinced that the level of awareness about this Fund and how it is administered is still not satisfactory. The Minister talked of having officers at the district level. Is she convinced that his officers are doing a good job? Is she following up to ensure that the officers hold even sub-locational meetings? As far as I am concerned, if those officers are present, they sit in their offices and wait for the month end to get salaries. view

Could the Minister who has volunteered to help the Ministry confirm to us whether the rumour doing round that this Assistant Ministers has difficulties in answering Questions because he feels there is no proper delegation? However, some of the comments from this particular body mentioned that there was re-allocation of funds which they falsely reported as having been misappropriated according to the rejoinder from the CDF Board. I am concerned and I do not know how the Minister will address this, because almost all our constituencies apply for re-allocation for funds from one project to another. Last time when you gave your ruling, it was very categorical that the Government was supposed to table the Report. This House should not act at the whim of the Executive where it decides where the Report should go first before it is brought to this House. I think you need to make a firm ruling, the way you did that day that the Report should be presented to us today. view

The Statement was supposed to be brought to this House yesterday, but the Minister promised to do it today. I do not see the Minister around and I am wondering why this Statement cannot be issued. This was in relation to the continued occupation of the Migingo Island by the Ugandan forces, even after this House had passed a resolution that the Government should use all means possible to get back this island. More particularly, I would like to thank the Provincial Police Officer (PPO), Nyanza, who took time to call me over the weekend and share with me some of the statistics. It is very rare for police officers to take that kind of action. I think it is important for me to thank the PPO for doing so. The Officer Commanding Police Division (OCPD) even shared with me information on the incidences in my constituency, and indicated how they have decreased.
