  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am surprised that my good friend did not understand my question because I thought I was very clear. Why does the Ministry allow the deterioration of these bridges to become an emergency when they should have a clear policy on how to maintain them alongside roadworks? view
  • 23 Jun 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Sometimes back, I think more than a month ago, I sought a Ministerial Statement from my friend, the Minister for Foreign Affairs, with regard to the steps they had taken to reclaim Migingo Island, which is illegally occupied by Ugandan forces. To date, I have not received the Statement. Since the Minister is in the House today, I would request that he gives that Statement; being a very good friend of mine and knowing my suffering, he does not like my suffering and, by extension, the suffering of my constituents. Thank you, Mr. ... view
  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, since the Statement is ready, could he give it on Tuesday afternoon then? It is just a difference of one day. I hope that this time, my friend will give the Statement. view
  • 23 Jun 2010 in National Assembly: I agree, Mr. Temporary Deputy Speaker, Sir. view
  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I also want to thank the Mover of this Bill, Eng. Maina. I would also like to allay fears the Minister is putting across. The Bill has a definition of essential goods. So the Minister should not be worried. There is a definition of the goods whose prices we want controlled. I think it is clear that this Bill came as a result of the frustration of many Kenyans and Members of Parliament because prices of essential goods were sky rocketing and the Government was doing absolutely nothing. Therefore, I agree with Ms. Karua that ... view
  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to support the amendment to this Motion. A few days ago, the Chair reprimanded the membership of this House for taking our job casually by not taking a keen interest in the Budget. We were reminded, and rightly so, that it is a very important responsibility that we should not play around with. I fully agree with that reprimand. view
  • 23 Jun 2010 in National Assembly: As we approve any money to the Ministries, we should be sure of what we are doing. We are in the same position we were last year because last year, we reprimanded the Deputy Prime Minister and Minister for Finance. We told him that it was unacceptable to just come up with a straight line arithmetic by dividing the budgeted amount by two and asking us for approval. We felt then that this is laziness on the part of the Treasury. We told the Treasury that that was the last time that we were doing that and that next time, ... view
  • 23 Jun 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. With that assurance, I proceed. We want to be preventive and not curative. We want to handle things before they happen. Before this explanation of Kshs59 billion is given, we cannot approve 50 percent. We need to be cautious because in accounts, there is a law we call prudence. We have to be prudent and give only the bare minimum we could. Actually, we have been very generous to give you a quarter of the expenditure. So, Mr. Minister, please, be comfortable with our 25 percent but next time, we plead with you, ... view
  • 23 Jun 2010 in National Assembly: I beg to support. view
  • 23 Jun 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, usually, I like supporting the reports of Committees of Parliament, because they are part of us, but I have a difficulty in supporting this Report. Actually, I have to oppose it. Why do I say so? If you look at the recommendations of the Committee, they talk about violation of the law. If you read the entire Report, there is nowhere they have cited the specific provisions of law that were violated. As a House, I believe it is important that if you are making recommendations, especially touching on a major decision as this one, ... view
