On a point of order, Mr. Deputy Speaker, Sir. Given the detailed reaction from hon. Mututho and given that this argument can go on forever, would I be in order to ask the hon. Member for Naivasha, now that this is a criminal act which could have happened in Lake Naivasha, if he has already recorded a statement with the police? This is a very serious matter especially if it is known that some individuals poisoned fish in Lake Naivasha.

On a point of order, Mr. Speaker, Sir. The Assistant Minister is trying to evade the question. Is he in order to evade my question? It is true that birth certificates have always been issued, but the number of birth certificates that are now being sought is overwhelming. That is why the matter is of concern to this House. That is also why we are asking the Ministry to suspend it. Could he tell is why he cannot suspend that requirement now that it is overwhelming the Government?

On a point of order, Mr. Deputy Speaker, Sir, it is my belief that when Questions are put on the Order Paper, Ministries are first notified of the same. I wonder why this Ministry is not ready to answer two Questions. The Ministry has a Minister and two Assistant Ministers who pride themselves as Ministers.
