• 6 Apr 2010 in National Assembly: First of all, when the parent legislation was passed in this House, I believe that Kenyans realized that impunity was been encouraged by the fear of witnesses in giving evidence because they realized that if they did so, then without protection, the culprits would not give them space. So, that is why this particular Bill was passed in this House. view

• 6 Apr 2010 in National Assembly: Today, the Attorney-General has brought amendments. I agree totally with the Attorney-General that the amendments sought are very important to make sure that this particular legislation is effectively operationalised. The amendments sought seek to introduce an Independent Witness Protection Agency. This agency will be a body corporate with teeth. It will be funded. A body that will be under a Director who will have powers, privileges and immunities like that of a police officer. I think this is a very good amendment. view

There are people who have taken the National Social Security Fund (NSSF) land and converted it to personal use. If there is any legislation that will stop these individuals from their greed, we should welcome it with open hands. • 1 Apr 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I find it not in order because hon. Members have not understood this particular schedule. If you talk of “every adult” we should look at it from both sides. The Mover, the Seconder and supporters of this amendment are looking at this from only one side. So, if you talk of every adult, the person marrying and the person being married have to be both adults. view

First, it is difficult for me to understand how we are going to give people security of using land in good faith. How will you determine good faith? Much as we would like to encourage even communal settlement of disputes, it must be done within the Constitution which is the supreme law of the land.
