Mr. Speaker, Sir, my last contribution is with regard to deleting the words, âconsistent with this Constitutionâ. Much as we would like to encourage even communal settlement of disputes, it must be done within the Constitution which is the supreme law of the land. Therefore, that particular part is very relevant to me and need not be deleted. I beg to oppose.

Mr. Speaker, Sir, the hon. Member for Chepalungu has brought a very strong argument based on the Act that this House passed, the Constitution of Kenya Review Act. Even though I am not a lawyer, I want to make my contribution with regard to how I understand the whole process until where we are. We must accept that the Review Act was constitutionalized. Mr. Deputy Speaker, Sir, actually my amendment is the same as this one. So, the reason why I said there was need to remove these particular Clauses is: First, both the religious community and the medical practitioners are not comfortable with these provisions in the Constitution. So, there is need to remove them so that a legislation could come through an Act of Parliament which should be elaborate enough to take care of the interests of all the stakeholders, including women who have a direct take in the whole affair. On a point of order, Mr. Speaker, Sir. About three weeks ago I had sought a Ministerial Statement from the Ministry of Foreign Affairs with regard to Migingo Island. Up to date I have not received that Statement. Could I get an indication from the Minister on when he is likely to issue this Statement in this House?

On a point of order, Mr. Speaker, Sir. With your indulgence, the issue of a Member making a Maiden Speech is very critical. If Mr. Linturi made an allegation that the Member for Khwisero is making his Maiden Speech and yet he has spoken in this House before, I think that is a very serious issue that needs to be corrected. The information I have from the hon. Member is that he is not making his Maiden Speech. Was the Member for Igembe South in order to impute improper motive on his colleague?
