We have involved international personalities in our affairs, but for the first time, because of the seriousness of the matter, we are going to do that. Therefore, I want to urge my colleagues that we save this country once and for all. Let us remove impunity! Let us get those who were involved to understand that crime, at the end of the day, does not pay, and that for every crime, there is punishment.

On a point of order, Madam Temporary Deputy Speaker, Sir. My point of order arises from what my friend here has stated. Is it in order for the hon. Member to try to prove his points by referring to Kamlesh Pattni who, in the eyes of Kenyans, could not be trusted because of the way in which he twisted the Central Bank of Kenya? Is he in order to refer to him as a person who can be relied upon and quoted in a House like this one?

Madam Temporary Deputy Speaker, I just want to make two points. First, the basis on which the recommendation was made to the House for Mr. Kimunya to appear before the Committee of Powers and Privileges is the allegation that he told a lie; that he did not tell the truth. On the question of whether or not a sale had taken place when he spoke on 29th April, it turns out to be that the signing of the agreement was done on 8th May. Therefore, there was no basis for that recommendation.

Madam Temporary Deputy Speaker, it is being forgotten that Mr. Kamlesh Pattni had been all over the place. When the property was conferred to the Central Bank of Kenya (KCB) by the Kenya Anti-Corruption Authority (KACA), even though illegally, since the CBK Act does not allow the CBK to hold any property, the CBK had to do whatever it could to get rid of it. These matters should be taken into account. This Report, read as a whole, does not say anywhere that Mr. Kimunya was corrupt. Therefore, we cannot mix the issue of corruption with other issues.
