  • 5 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I apologise. I should have put off my cell-phone since that is the rule of this House. view
  • 5 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is precisely what I was complaining about in relation to certain hon. Members of this House. For example, the use of firearms is very well covered under the Police Act. That is something which every hon. Member of this House is supposed to be April 5, 2007 PARLIAMENTARY DEBATES 447 familiar with. Now, the hon. Member is asking me about a Government operation and yet he knows that under Standing Order No.37, you cannot raise a Question in this House on a matter which is, by its very nature, secret. Mr. Temporary Deputy Speaker, ... view
  • 5 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, that is why I am saying that it is a pity that some people do not have any agenda at all. I have just created an agenda for him. He had none! view
  • 5 Apr 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. Where was I before I was interrupted? 448 PARLIAMENTARY DEBATES April 5, 2007 Mr. Temporary Deputy Speaker, Sir, yesterday, we had a debate here on the security of this country. I want to thank hon. Members who contributed to that debate, and Mr. Kajembe and his Committee for bringing that issue. I think that, since yesterday, it has become quite clear to this House, Kenyans and other interested parties that the problem in Mount Elgon has its origin and promoters. The Government has done what it can to contain the situation. Mr. Temporary ... view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I welcome the sentiments expressed by the hon. Member and the spirit in which he has raised this matter in the House. But I want to point out that, although the mission was under my Ministry, the "how and why" relates to the condition of the aircraft which belonged to another Ministry. I will, therefore, pass on those sentiments to my colleague, the Minister of State for Defence. view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move that the House do now adjourn. view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, thank you for giving me the opportunity to respond to this very important Motion. A lot has been said on this Floor. I would like to draw your attention to that period over which altercations were exchanged between the two sides of this House. There lies the problem. If you analyse what was said before this House became sober, you will understand the genesis of this problem. The settlement scheme in question, otherwise known as "Chebyuk", was established in 1971. This background is very important as has been stated by many hon. Members. view
  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, it is very important that every hon. Member listens. It was established in 1971. It has been a source of potential and real insecurity in Kapsiro Division. There are four divisions in Mount Elgon. It is within the division called Kapsiro, specifically in a location known as Emiang'. Mount Elgon has a population of 270,000 people. The area affected originally had 3,000 people. Of course, therefore, there is available land for allocation. That attracts a lot of people. So, the population swelled when it was learned that free April 4, 2007 PARLIAMENTARY DEBATES 369 land was ... view
  • 3 Apr 2007 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the hon. Member to allege that there is anything like an order to shoot to kill? I have never, in any capacity, even as the Minister in charge of security, ever told anybody or any institution to shoot to kill. If he wants to believe newspaper propaganda, by all means, he should believe it! view
  • 27 Mar 2007 in National Assembly: I thank you, Mr. Speaker, Sir, for affording me the opportunity to also contribute to this very important debate on the Speech of His Excellency the President, which he gave at the opening of this House. First of all, Mr. Speaker, Sir, I want to congratulate the President for the information that is contained in his Speech and in particular the matter-of-factly way he outlined the achievements of this Government in relation to what has been done in the last four years. The Speech goes even further because it also gives the Vision and in particular states what the Government ... view
