On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the hon. Member, whose time has just lapsed, in order to talk about Ministers interfering with the duties of the Registrar of Societies? Every Minister has a name and a docket. Would he be kind enough and precise if he wants to continue with this matter? 4306 PARLIAMENTARY DEBATES December 7, 2006 All the anger being displayed on the other side of the House is arising because somebody thinks the Registrar of Societies was given instructions. He must substantiate!

Thank you, Mr. Temporary Deputy Speaker, Sir. I stand to support this Bill. I support this Bill because it establishes a systematic way of dealing with refugees in this country who continue to increase by the day. Right now, and I am sure the Minister will have given those statistics, we have about 160,000 refugees in Dadaab and the satellite villages where they reside. It seems like every one who appears at Liboi, which incidentally is 17 kilometres away from the border with Somalia, is accepted on his or her word to be a refugee and there has been controversy ...

Mr. Temporary Deputy Speaker, Sir, I just want to render my support to this Bill because its intentions are very noble. The Bill intends to shorten the time that it takes to acquire licences in Kenya. That contributes to better management. So, I support this Bill. The only thing I would like to remind the Minister for Finance is that as he incorporates the Traditional Liquor Licensing Act, Cap.122, he should bear in mind that there is a very important definition of what traditional liquor is. Mr. Speaker, Sir, these consultations must be carried out. However, I am afraid that within that region, there appear to be some people who are over-exaggerating these matters. For example, this is the same area where somebody went to the Press to say that some Administration Policemen (APs) had been killed by bombs from across the border in Uganda.
