Mr. Deputy Speaker, Sir, West Pokot County and nearby counties like Turkana suffer from acute food shortage, which is mainly a factor of lack of production or access to food. It is shameful that Uganda is now feeding the Turkanas and Pokots. Uganda has efficient food distribution programmes. Livestock in Uganda get enough water but we do not have enough water in our counties. We cannot cope because of the small portions we get from relief agencies with poor logistics. Mr. Speaker, Sir, I am persuaded by comments from the Deputy Speaker and the Senate Minority Leader that we suspend this statement until we have enough information. However, I request that on the issue of shelter and construction of houses, we need to know how many have been occupied and the various stages that they are at; whether they have been completed or not. Mr. Speaker, Sir, I want to a cue from what Sen. (Prof.) Lonyangapuo said about the Eldoret-Kitale-Lodwar Road; we need an official response on when it will commence. There is talk of renovation of that road which is very important. Again, the Senator for Kakamega talked of priorities in this country. The road takes us all the way to Sudan. It is 500 kilometres less to travel through one border post in Lokichoggio than going through Malaba and Gulu which will take you to South Sudan. So, the priority is wrong. A better tarmac road through those two counties will improve security. However, 500 kilometres less and one border post should be a priority of this country, instead of taking people through Malaba or Busia or Kampala and Gulu where you are taxed before you cross into South Sudan. I think priority should be looked at when the Chairman responds.

Mr. Speaker, Sir, let me start by thanking the petitioners and the MCAs who have presented this petition. This is a grave matter as put by Sen. Khaniri. We have serious allegations which have been brought forward by this petition that need to be investigated properly. This matter borders on impunity. This is the same impunity that this House allowed when Turkana County altered a budget which had been approved by the Assembly by billions of shillings. In the Statement, the Chairperson should address the following:- 1. Explain why the runway renovation has taken over two years to complete, necessitating the use of half the runway. 2. Mr. Deputy Speaker, Sir, the KAA has failed to complete projects of this nature in very many parts of this country. Nanyuki Airport is also facing similar problems and Isiolo Airport has not been completed among very many others. The duration of completion should not be blamed on heavy rains in Turkana because we have been facing droughts. I do not know of the rainfall she is talking about. Mr. Deputy Speaker, Sir, let me build on it. There is what we call the alternate airstrips. If you fail to land in Juba, the next alternate is Lokichoggio. The safety of passengers in this part of Kenya and South Sudan is affected. The National Safety Council (NSC) and the International Committee of the Red Cross (ICRC) have pulled out of Lokichoggio. These are organisations that employ Kenyans. They have pulled out and gone to Entebbe and other places because somebody has refused to complete the job. Isiolo is suffering the same fate. On a point of order, Mr. Deputy Speaker, Sir. For the interest of the whole country and the aviation industry, I would like the Vice Chairperson to see to it that the Ministry considers reviewing many projects of this nature so that we at least have safety in the aviation industry. When you fly to some of the airstrips, you will find that they are pathetic and they can cause loss of lives. We have seen them cost lives in Busia and other places.
