Hon. Temporary Deputy Chairman, I think it is an important amendment considering that we need to raise the standards of our institutions that train journalists. Now that we came up with Bills that appear to be penalizing journalists, it is only fair that the institutions that train them are known. Hon. Temporary Deputy Chairman, Sir, I support the deletion. This report is in Parliament. We cannot consider this report and pass it as a conveyor belt, while we know that there were people who were given an opportunity to appear before this Commission and there were others who were denied the opportunity. There are people who were named and they feel that they were not given a chance or an opportunity to appear before the Commission. Hon. Temporary Deputy Chairlady, I am constrained to oppose my good friend’s position on this matter. I want to say that the laws that we are making here are for posterity. We know the position of National Police Service. We know the provisions of our Constitution. Let us not kill the Commission, which is a creature of the Constitution that has come into being to check the excesses of the police force.

Temporary Deputy Chairman these are clauses that are dealing with cropping and culling. “Cropping” means harvesting of animals or wildlife for their range of products while “culling” is a selective removal of wildlife based on ecological and scientific principles for management purposes. My beef with these clauses is on the management and regulation of cropping and culling. Thank you hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to this Bill. I rise to support the TJRC (Amendment) Bill. This is an important amendment to the parent Bill so that Parliament will express itself on the Report and that is why I am supporting the Bill. The TJRC dealt with a wide range of issues, including but not limited to the marginalization of the communities. Therefore, Parliament is now the forum for those who feel aggrieved by the outcome of the Report of the TJRC. Hon. So, if the Report comes with a recommendation directing the Inspector General of Police or the National Land Commission to do something, it would be against the Constitution.
