Kajwang, that CIC does not appear to be doing what they should do in good faith. It appears that the House is under sabotage. Our champions, who had begun very well, look very healthy, satisfied and very comfortable. You wonder what has suddenly happened. Our good champion, hon. Angwenyi, is now very comfortable. He was even shouting without a microphone and he was leading from the front. We must ask hard questions even if we are discussing important matters of this House. view

We will make amendments and ensure that we settle that part of the law. This is a very important Bill and Kenyans have been waiting for it. That is why there is a lot of debate even in the media. Let the Bill come. We need to move serious amendments to that Bill and then pass it as amended. Thank you. view

  • 3 Jul 2013 in National Assembly: On the issue of the Teachers Service Commission (TSC), it is only fair that the list of the two nominees that is with the President be considered. On the issue of hon. Otieno Mak’Onyango and the unpaid award by the High Court, this is not just an issue of this hon. Member alone. We are aware that because of the Government Proceedings Act, which prohibits anybody to attach any Government, most Kenyans do not get their awards paid even when the courts have clearly awarded them compensation. view
  • 3 Jul 2013 in National Assembly: On this issue, we also noted that the hon. Attorney-General was not competent enough. He tried to explain but he is not the paymaster. So, he could not make the payment and he was not clear on how he could make those payments. It was for that reason that the Committee decided to summon the Cabinet Secretary for Interior and Co- ordination of National Government to confirm that hon. Otieno Mak’Onyango will be paid his dues. view
  • 3 Jul 2013 in National Assembly: Hon. Temporary Deputy Speaker, on the issue of the ICC, we all know that the cases are before the court and they have their own diaries. The indictees have been appearing and, therefore, there is no reason why anybody should say that Kenya is not committed to the proceedings in the ICC. view
