It is the kind of Bill that we should be debating in a country where the road infrastructure is taken very seriously and also to align it with the Constitution.   • 14 Jun 2016 in National Assembly: because this Authority has not brought regulations to the Committee on Delegated Legislation where I sit. They are, therefore, operating without regulations. Clause 78 of the Bill is a duplication because it prescribes sentences that contradict already existing statutes. If we are to pass this Bill with these clauses, then we will contradict the Penal Code, the Criminal Procedure Code and the Traffic Act. We need to amend this area.   • 21 Apr 2016 in National Assembly: Thank you, Hon. Speaker. I rise to second the Judiciary Fund Bill. I simply want to emphasize what the Mover of the Bill has said. Basically, this is a legal framework for creation of this Fund, as opposed to this Fund being created by regulations. I completely agree that creating a fund through regulations is quite irregular. Therefore, anchoring it in law is the right way to go. This is a Bill whose time has come, particularly because it is very important for the Judiciary to maintain its own independence.   • 13 Apr 2016 in National Assembly: Having said that, I wish to say that I really appreciate the President’s Speech especially the way he linked the state of the devolution with accountability. He acknowledged that having successfully implemented devolution which is a new governance structure, accountability came into sharp focus because we are devolving a lot of money to the counties. We also seem to have devolved corruption. It is interesting how the President captured corruption. Midiwo when he says that as long as the secretariat of the Ethics and Anti-Corruption Commission (EACC) is in place, then we have no business saying that we are fighting corruption. I do not see any relationship between the fight against corruption and Mr. Halakhe and Mr. Mubea.   • 13 Apr 2016 in National Assembly: I like what the President said about the media. He said: “The media shines light on the misdeeds that must be laid bare to the public. It sings the songs of praise that galvanise our nation during times of victory.” He reminds the media that they are powerful and power comes with responsibility. So, Article 34 of the Constitution will shine light to this House. view
