  • 29 Sep 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. You have heard the hon. Member on the Floor. Kenya is a unitary State. Are we going to relegate ourselves to an extent that the Prime Minister is now being compelled to look at all Government positions? view
  • 29 Sep 2010 in National Assembly: Mr. Speaker, Sir, on Tuesday 31st of August, you did direct that we move with speed and check into the affairs of Harambee SACCO. From your previous rulings, you have always indicated that the Committees should move on their own volition, but the weight of this matter, the public interest and the mood in the country is such that we need to dispense with this matter soonest. We do concur but, as you are aware, the CPA Conference affected ours staffers. The good news is that you have given us some of the finest staffers in that Committee, but they ... view
  • 29 Sep 2010 in National Assembly: Much obliged, Mr. Speaker, Sir. view
  • 28 Sep 2010 in National Assembly: to ask the Minister of State for Provincial Administration and Internal Security:- (a) Could the Minister provide the number of deaths caused by illicit alcoholic brews from 1999 to date? (b) Could the Minister also provide names of manufacturers and brand names of all alcoholic drinks and beverages sold in the country and details of chemical analysis of such drinks, indicating whether the respective drinks are acceptable (fit) for human consumption or not? (c) Could the Minister also indicate the number of those prosecuted for brewing and distributing such illicit drinks, and when will the Government close down all the ... view
  • 31 Aug 2010 in National Assembly: On a point of order, Madam Temporary Deputy Speaker, from the mood of the House and looking at the importance of this matter and the many people who have been manhandled by the insurance industry, will I be in order to request that the Mover be called upon to reply? view
  • 25 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Assistant Minister should go to Naivasha and verify the facts. The truth is that raw sewage is going into the lake. There is nothing but the truth in my statement. Is he in order to constantly mislead this House that raw sewage is not finding its way to Lake Naivasha? view
  • 25 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, is the Assistant Minister in order to affirmatively state that he does not have that answer and, at the same time, not indicate when he is going to supply that answer to the House? view
  • 25 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Motion. In supporting, I wish to apologize for having not been in the House in time to support the Vote of the Ministry of Agriculture. My able deputy, however, did it on my behalf. This was as a result of an emergency in Naivasha. Having said that, I want to limit myself to the actual situation. Observing Standing Order No.81, I want to say that I was a hard working officer in that Ministry 32 years ago. The other day I was driving and I saw a vehicle which was ... view
  • 25 Aug 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to say that a solution should be found now. One of the solutions is to look at what we, in this House, did a couple of months ago. We passed, as an emergency measure, a bank guarantee for US$100 million. That money has not been used and yet, it was meant to be for food security. view
  • 25 Aug 2010 in National Assembly: That money should now be made available to this Ministry, particularly in the re- development of the Lorian Swamp. Lorian Swamp is one place only known to a few people who care to know how much Kenya owns. We have enough water stored there to feed not only the whole of North Eastern, but also Nairobi for over 100 years. In the Lorian Swamp, there is a very big lake there and it is fresh water. view
