Mr. Deputy Speaker, Sir, I rise to support this Motion and urge the Government to take the business of the House more seriously. We would like to hear and interrogate more, like my colleague has said, on the major Ministries. There is no need dealing with a Ministry that has a total allocation of Kshs1 billion and leaving one that has Kshs40 billion, like we have seen in the present situation. Now that we have the Deputy Leader of Government Business and, indeed, the Leader of Government Business, we would like to see more serious business coming from this document.

Madam Temporary Deputy Chairperson, it is, indeed, a pity that we have to come to this kind of a situation; we also know that some Ministers too have refused to appear before their respective departmental committees. We know it. Parliament is established by the Constitution and we have the Standing Orders. Section 56 of the Constitution is well phrased. We know that Parliament is not a chiefâs baraza. Mr. Deputy Speaker, Sir, this talk about wetlands being recovered or not recovered has been on for a very long time. Can the Assistant Minister give us a list of at least five wetlands that this Government or the previous one have recovered because this talk has been going on and on?

Mr. Deputy Speaker, Sir, having witnessed a false start in what you did with wheat recently, as the Government, in Narok and given that Russia has said that there will be no export of wheat because of what is happening out there irrespective of existing contracts, and with the experience of Pakistan in respect of rice and tea, to what extent is the Minister involving stakeholders to be affected in EPAs, particularly the farmers? On a point of order, Mr. Deputy Speaker, Sir. Is the Minister in order to mislead this House by saying that the Minister for Agriculture is comfortable while the Minister has come up in an open fora, including in committees and said that what we are doing will kill the industry? Is he in order?

asked the Minister for Medical Services:- (a) when the long awaited âTrauma Hospitalâ will be constructed at Naivasha to limit casualties in view of the high road carnage, particularly along the NakuruâNairobi Highway; (b) when he will provide a functional ambulance at Naivasha District Hospital to replace the Nissan Van (Reg. No. GK J565) and also sell the bonded ambulances (Reg. Nos. GK 896X and GKA 279); and, (c) whether he could consider providing an ambulance to Gilgil Sub-district Hospital.

Mr. Speaker, Sir, the decision to construct a trauma hospital was arrived at by the World Health Organization (WHO) in the 1980s. We do acknowledge and appreciate the Presidential directive to construct one at Salgaa but that is based on a political consideration rather than really a feasibility study. Could the Assistant Minister reconsider again to follow the WHO guidelines and consider Naivasha and Voi for urgent trauma hospitals?
