Thank you, Mr. Deputy Speaker, Sir. It is gratifying to hear that they are going to construct that fly-over like the wonderful one they did at Naivasha. However, there are still very many other black spots like Kinungi, where 78 people have died. Those are pedestrians who tried to cross the road. In actual fact, the fourth person was killed by a vehicle belonging to this august House. Are there plans to take care of those other black spots?

(a) Could the Minister explain why he purported to appoint members to the Coffee Board of Kenya through Gazette Notice No.9190 of 3rd October, 2008, in contravention of Section 4 of the Coffee Act? (b) Could he degazette the appointments and confirm when the bona fide Board of Directors will be appointed in accordance with the said legal provision?

Madam Temporary Deputy Speaker, could the Minister confirm how much it costs to treat a cancer patient in relation to Kshs30,000 for the vaccine? I will repeat it. Could she confirm how much the treatment would cost in relation to what the cost of the vaccine is? My view is that it would cost millions and eventually death to treat a cancer patient, yet you are talking of Kshs30,000. Finally, this vaccine is proven; so, you do not have to conduct any further trials.

On a point of order, Mr. Deputy Speaker, Sir. I am looking around and cannot see a single Government Whip. It has now become a habit that all the three Whips are outside the country 25 days in a month!
