  • 7 Jun 2012 in National Assembly: Madam Temporary Deputy Speaker, I beg to support. view
  • 5 Jun 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I truly did not want to interrupt the Minister but if I heard you correctly, you announced that the hon. Member had lost his father. Out of the spirit and humanity that is normally expressed in this House, I thought the hon. Minister would have started that way so that we condole the hon. Member first before we go to this other business. Am I in order, therefore, to request the Minister to condole the hon. Member and then proceed to answer the Question because we are losing our patience? view
  • 5 Jun 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I rise so that you can give direction. In the exchange that went on, the Member asserted that most of the Members were out--- view
  • 5 Jun 2012 in National Assembly: Mr. Speaker, Sir, it is 19 years since the Kenya Anti-Narcotics Unit was formed according to the Minister’s answer. Is it possible that truly within those 19 years, they have not been able to confirm one bank account to include in the Minister’s answer? That is even Mpesa. view
  • 30 May 2012 in National Assembly: Thank you very much, Mr. Speaker, Sir. I rise to support this Bill and very quickly, I will say it is long overdue because in itself and its entirety, it standardizes the practice of those who are in this noble profession. You noticed that in the last Constitution there was general bashing of people who were in this profession. It is only them who had to go through this issue of vetting and the general discomfort in public was a manifest of some of the lawyers who may have tried to do exactly what is not prescribed in this noble ... view
  • 30 May 2012 in National Assembly: Mr. Speaker, Sir, however, since this is a standardization law, for those ones who fall short of that standard grossly - you will recall that in this honourable House once in a while we also fall short of the expected standards - there should be a good punitive measure. The measure will prescribe preferably under Clause 20(b) that such people who have hitherto qualified and for health reasons like too much alcohol or drugs or something like that, continued to do things which are ordinarily not very noble for this profession; there should be a clause there created that will ... view
  • 30 May 2012 in National Assembly: I also take comfort for your acceptance of a paralegal team in this school. You are looking at everybody and you have given them a very good chance. It also gives you a very good opportunity to check up to Form Four to see what a student attained. At that point, I am sure the school will also be able to check again how true that qualification is. We are aware that there have been so many points. There are bogus scholarships and for those who took a shortcut by going overseas and other places, you have a chance to ... view
  • 30 May 2012 in National Assembly: I support. view
  • 24 May 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I realize that this week we had the Second Reading for The Pyrethrum Bill. The Departmental Committee on Agriculture, Livestock and Co-operatives and the Minister for Agriculture have been consolidating all the laws under one Statute and technically withdrawn another five Bills before. Is the Minister still intending to take more Parliamentary time bringing Bills that ordinarily have been consolidated in the other Bill next week? view
  • 23 May 2012 in National Assembly: asked the Minister for Transport:- (a) whether he could provide a list of road accident related deaths, including pedestrians and boda boda, since 2000, indicating the exact roads, dates of accidents and the number injured or maimed each year; and, (b) what the status of compensation of the victims is. view
