On a point of order, Mr. Temporary Deputy Speaker, Sir. From your previous rulings, Ministers who do not show up and do not offer explanations as to why they are not in to respond to Members’ Questions, you have had all of their businesses deferred in this House. Could I invite you, with due respect, to suspend the operations of that Ministry until a suitable explanation has been given and the embargo lifted?

Mr. Temporary Deputy Speaker, Sir, it is true that both Njoro and Naivasha districts are in the same county; that is Nakuru. However, is the Assistant Minister aware that from June, this year, we have not had a valuer in the whole of Nakuru County? The one valuer who is supposed to be there is on leave until the end of August and all the cases of valuation are pending in Nakuru County.

that is the Kshs41 billion you are so desperately yearning for to keep this economy afloat and which represents about 4 per cent of the national Budget, then there are many alternatives. You could as well come and give the Ministry of Fisheries Kshs2.8 billion. If you did so, they would hire guards the equivalent of those in Kenya Wildlife Service (KWS) and you will have additional revenue of Kshs43 billion. Madam Temporary Deputy Speaker, this Government must do something even if it means going to borrow from China or the United States of America (USA) for that deficit that will make them readjust their own books so that we can have a genuine Executive effort to cushion price fluctuation and to genuinely reduce the price of fuel.

Thank you, Mr. Speaker, Sir. The Minister has said that they followed the law strictly. The law states that among the critical ingredients and prerequisite to import, you must have a clearing house. A clearing house is where data and information would be exchanged and where they would have equipment and facilities to identify GMOs. Where is that clearing house as far as the Ministry is concerned?

Number two, Mr. Speaker, Sir, we know for a fact that maize variety MON 810, MOA 836 and MK 603, all of which are GMO varieties, have not been released anywhere in the world for animal consumption or even for human beings. The maize variety that is being imported from South Africa is all about those varieties I have mentioned. What informed the authorities to allow South African authorities to issue Permit No. 032 all through to 037 that informed the importers and milling corporations to import that maize?
