  • 19 Mar 2014 in National Assembly: The traders are the same people responsible for poor sugarcane prices, after taking advantage of the Agriculture, Fisheries and Food Authority (AFFA) Act, 2013, which is an Act that has put together several sub-sectors of agriculture without protecting the sugar industry. Collapse of the local sugar industry will result in thousands of workers becoming redundant. The situation is very pathetic. Unless action is taken very fast, we will sooner than later, be seeing very many of our youths back in the streets, having lost their jobs. The price of sugarcane has dropped from Kshs4,300 to Kshs3, 000 per tonne in ... view
  • 19 Mar 2014 in National Assembly: There is more than meets the eye, if you look at what the Government is doing at the moment. Not much is being done to protect the farmer and in the sugar industry. We are talking about thousands of employment opportunities and income to a majority of Kenyans in the western region. Therefore, I kindly want to plead with this House to consider removing VAT on sugar cane transportation. Ideally, cane price is derived currently from the market price, but the reverse should really be the case. We should be deriving the market price from the cane price input, which ... view
  • 19 Mar 2014 in National Assembly: The Government needs to look into so many things and if you consult the engineers in this House, like hon. (Eng.) Gumbo and hon. (Eng.) Kiragu Chege, they will tell you that if a machine breaks down, you do not rush into looking at the parts you consider might have caused the break down. What you need is to conduct a proper diagnosis, so that you can identify what the real problem is and address it. In this country, the Jubilee Government needs to look at the real cause of the problems that we are facing today. Let us get ... view
  • 19 Mar 2014 in National Assembly: With those many remarks, I beg to support this Bill. view
  • 5 Dec 2013 in National Assembly: Hon. Speaker, I rise on Standing Order No.84. With your indulgence I would like to thank the hon. Members of this House who have been with me during the trying moments which I have been undergoing since 7th November, 2013. Sometimes in July I made a request for aPersonal Statement which I want to bring to your attention that has not been responded to by the Chairman of the Departmental Committee on Administration and National Security. When I made the request the Leader of the Majority Party made an undertaking that he would respond within two weeks. To date, I ... view
  • 5 Dec 2013 in National Assembly: Hon. Speaker, I would like to get the attention of the House, but there is a bit of interruption from around where I am speaking from by certain Members. I think this House needs to be treated with honor. On the material day when I lost my parents, I discovered with dismay that the officer in charge of the police in that area had actually taken leave. When the County Commander and all other senior officers came to my home after the incident this particular officer has never stepped into my home even during the time we were conducting the ... view
  • 5 Dec 2013 in National Assembly: States. I will continue to fight crime and I look forward to my colleagues helping me to fight the crime in Nyakach. It is manageable. I had to leave my constituency this morning to come to attend this sitting. Last night, about 500 metres away from my home there was an incident of stock theft. The animals were only recovered by the vigilantes. The police are of no assistance and I believe something will be done. I believe the Chairman of the relevant Committee and the Leader of the Majority Party will take some action. I thank you all. view
  • 13 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to start by thanking my colleagues for the concern they have shown from the date that incident took place. Many of them have been quite supportive. They have sent encouraging messages and made calls. For those who have not been able to reach me, I want to be apologetic and tell that they should understand that my cell phone line has been on high demand. So, I want to be sorry for that. view
  • 13 Nov 2013 in National Assembly: Secondly, I want to thank God for giving me the courage to move on. Even after the incident, I was able to move on with my programmes, which some of the dark forces had probably wanted to ensure that I did not proceed. Before the incident, I had scheduled a harambee, which was to take place in Runyenjes. I thank God that things went according to plan. I was able to support the work of the Lord. view
  • 13 Nov 2013 in National Assembly: Hon. Temporary Deputy Speaker, my constituency is a unique place. It was founded by my great, great grandfather called Owuor Owuor. My father was also called Owuor. It has many clans but we have never had incidences like the one that happened recently. As hon. Members will remember, my constituency is where some very big dreaded python called “ Omieri” was found sometime back. It is a constituency with many unique happenings. Last week, I was in the House when we celebrated the victory of Gor Mahia. The first Chairman of Gor Mahia Football Club, a very respected man and ... view
