Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. Whenever calamities or tragedies occur, the first people to contact are the village elders. We sometimes refer to them as senior citizens. On that note, allow me to convey a word of sympathy to the family of a prominent Kenyan. On behalf of the people of Uriri and, on my own behalf, I would like to convey our heartfelt condolences to the family of Prof. Wilson Otieno Ogolla, who was until his death, the Chairman of Technical and Vocational Education and Training (TVET) Authority. He was also the Director ...

citizens. Already, those people are performing what we simply need to appreciate. You may be aware that public participation is a constitutional requirement in this country. With those very many remarks, I strongly support the Motion. I beg that once it is passed, Hon. Injendi follows up so that we can amend the existing Act of Parliament or introduce a Bill for enactment into law for the purpose that is envisaged in the Motion. Thank you, very much.

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute. At the outset, I would like to congratulate my brother, Hon. Wafula Wamunyinyi, for bringing this progressive Bill. The agriculture sector is the mainstay of the Kenyan economy. The sugar industry is a major contributor to this country’s economy. Therefore, we need to look at how we can revive the sugar industry. The situation in the sugar industry is extremely worrying. Since 2002, we have been requesting for COMESA safeguards to put in place the minimum reforms so that the industry can thrive and remain competitive. The ...

Therefore, there is no need to tax the transportation of sugarcane from the farms to the factories. Indeed, we need to look at an elaborate process of increasing our competitiveness. Therefore, we need to address the cost of production, which is extremely high. The cost of production of sugar in this country is more or less double the cost of production within the COMESA region. Thank you, Hon. Temporary Deputy Speaker. Allow me to add my voice to this important Motion. If there is any fund that has transformed this country, then it is the CDF fund. Indeed, the poor in the various constituencies believe that CDF is synonymous with infrastructural projects. However, for infrastructural projects, there are three parameters that would help manage them; budget allocation, ...

Thank you very much, Hon. Temporary Deputy Speaker. This is a Bill I wanted to speak to. This Bill is timely; timely in the sense that elections are around the corner. There is need to come up with some minimum reforms to polish up the Acts.
