  • 7 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. Being a young person is a rite in one’s lifespan. As it is, it would disadvantage the youth because some youth will register with the Authority and stay unemployed beyond the age of 35. I support this amendment. view
  • 7 Oct 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I support the amendment but I am concerned with the composition of the Board. This is because this law will be used to regulate the labour market. In the labour market, there are three critical players; that is the employers, the employees and the Government. This composition leaves out the representative workers’ organisation, which should be part of these players. view
  • 30 Sep 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. I want to congratulate my colleague, Hon. (Ms.) Ngetich, for taking a bold step to move this Bill. Hon. Temporary Deputy Speaker, between Kenya and Vision 2030, stands this Bill. Technology must be embraced because industrilisation must be technology-driven. There are certain elements we must look at before allowing this Bill to go through. It is important to clearly show the difference between engineering and engineering technology. Engineering and engineering technology are separate but very closely related professional areas. The difference between engineering and technology is in the curriculum ... view
  • 30 Sep 2015 in National Assembly: outcome of the medical process is that even as you come in as a sick person, you expect that when you come out as an output, you will come out a healthy person - that is, having recovered your health status. In the medical profession, which is a service industry, we have the nurses playing a role and they have their own regulatory body. We have the Pharmacy and Poisons Act to control those in pharmacy. We also have the Medical Practitioners and Dentist Board Act. All those areas work together to ensure that they provide quality services. The same ... view

  • 26 Aug 2015 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I am rising on Standing Order No.95 on closure of debate. Given that this Motion has been exhaustively discussed, debated and well ventilated, could I be in order to urge you to call upon the Mover to reply? view
  • 30 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this chance to support this Sessional Paper. Productivity is about value addition in various sectors of the economy. It can generally be understood to mean reduction in wastage of resources. When we talk about reduction of wastage in resources, we are referring to various resources available to us, including the human, physical, monetary and even time as a resource. Take for instance, the human resource. There is a serious wastage of the human resource in terms of under-employment. Some of those workers have master’s degrees, but due to lack of employment ... view
  • 30 Jul 2015 in National Assembly: represented by Central Organization of Trade Unions (COTU), the employers by the Federation of Kenya Employers (FKE) and the Government, the Ministry of Labour, Social Services and Security, which is a tripartite Ministry. We should have involved the participation of those key stakeholders so that we own it. In my view, this was not properly done. Productivity is an attitude. There must be productivity in mindedness. This will involve all the workers in this country at all levels and sectors. Actually, it must be addressed at domestic, sectoral and national levels. It, therefore, means that we have to pull together ... view
  • 29 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I concur. Really, what can you say in three minutes, unless you are just defining a term? We could still work with the allocation of 45 minutes and limit the number of speakers so that when you get the Floor, you can make some sensible contribution. I support that, maybe, the Mover takes 10 minutes and five minutes for those contributing. view
