I agree with the Seconder, Dr. Oundo, who is my neighbour back home, that land is central to development and our social structures. We still need our professionals and technicians in land affairs to be qualified at all levels. It is not just the high-end professionals like Dr. Oundo. We require a lot in the middle and lower ranks because that is where errors may be made that may not be captured. Even in our resources, we think about our land management strategies and the land policy. Forty years ago, there were parts of this country - which I will not mention for reasons of prudence - where the land registry was so convoluted that no banks could touch them. It was so convoluted that land buyers were extremely wary. Those areas were expanded. This will be a futuristic way of looking at how we can arrest this situation.

Thank you, Hon. Deputy Speaker. I wish to add my voice to the debate on this proposed Bill for the introduction of gaming control, namely, the Gaming Bill, 2019. Many people have spoken already and have talked about the dangers related to certain age groups - particularly the younger ones - and what might constitute unhealthy influences. That is the case. I support this Bill so that we bring some order to the gambling sector. I still think that there must be other creative ways in which activities that are related to gambling in one form or another can be legalised. There must be a soft way in which we can get to the middle ground. I remember that when we debated this Bill over the past years, there were always exceedingly high emotions. We should compare this with what would be doable if it was allowed to exist and provide resources for it. I cannot overemphasise the need for additional support in soft sectors. We could put it into supporting youth centres that provide sports opportunities, skilled development, holiday activities and internship. There are very many things that can be done with this kind of windfall profits and taxes that you will get when it is running.
