I rise to contribute to this very important Motion because food security is, indeed, a high priority issue in this country. Food security has many dimensions and I know two major ones.   • 4 Jun 2013 in National Assembly: withdraw the subsidies there were major issues, including the stability of the Government at the time. That is the problem with subsidies. You will start with it and it is very difficult to sustain or withdraw it. I like the principle that we should have a dedicated body that looks at the promotion and the marketing of fertilizer, and ultimately actual manufacturing of fertilizer. If you add to their mandate that they should subsidize fertilizer, you will have serious governance issues. You know how our cartels work here in Kenya. A very good idea can easily get spoilt. I agree on the grounds in which he has been praised but I am concerned about the nature of the praise because it may set a precedent that may hamper us as we go forward. For example, heads of institutions stand accountable for what goes on in their institutions even if they are not personally undertaking it. I would like to say at the outset that if poverty is a big issue within fishing communities not only in Kenyan but in many other parts of the world, pulling those communities from poverty has not been successful in many parts of the world. Otherwise, the proposed intervention tends to recycle poverty over and over again. This has happened in the Far East and in many other places. view
  • 23 May 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, fishing is no longer a preserve of people around natural water bodies. We have moved significantly to fishing ponds and other forms of artificial water bodies. I would suggest that we look a little bit more comprehensively at how we can support the industry beyond supporting the fishing folk. As somebody from Nambale, I would strongly urge that we begin to look at possibilities of expanding fish farming to areas that are not natural water bodies. As has been suggested by some hon. But once you give grants, you will have started an income transfer system. You will have to look at it as an income transfer system, and decide on who gets it; is it the right person who gets it?
