  • 7 Mar 2019 in National Assembly: We should not stand here on a high horse when we know clearly what we are trying to prevent something. We did this in at the end of the last Session. We had a progress report of what we had looked at, as we looked at additional issues which were not ready at that time. The idea of a progress report for the House is a great idea. However, to be afraid even to discuss it is a terrible message to the people who are watching us today. These are not good times. As you saw recently, the President is ... view
  • 7 Mar 2019 in National Assembly: discuss vigorously is when there is finger pointing. Here is an opportunity for us to prevent, influence, and in any take over arrangements, make a decision. Many of you said that the Departmental Committee on Labour and Social Welfare was involved. Why did people go on strike? The Departmental Committee on Labour and Social Welfare must be consulted because they are affected. Labour is the most important asset in any of these institutions. view
  • 7 Mar 2019 in National Assembly: So, I do not believe my ears that this House, that has been very hard on issues of graft - and graft is not a single event, but a process - is now totally reluctant or afraid to be told to get the facts and even afraid to discuss them. We are losing a great opportunity. My plea is that irrespective of this particular Report, it would have been useful for this House to discuss and perhaps reject the recommendations that we feel would be premature by saying that it contains information that is known by some here because the ... view
  • 7 Mar 2019 in National Assembly: This is a filibuster; a process of preventing discussion of substantive issues by killing time. By the time we finish filberburstering this evening, it means this thing would have passed. The filibuster being used now smacks, to me, of lack of interest for the country. view

  • 27 Feb 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to contribute to this extremely important development instrument that we have at our disposal - which is the NG-CDF. view
  • 27 Feb 2019 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I am sure Hon. Oyoo was intending to disrupt me. Let me say a few things quickly. The NG-CDF which is an important development instrument has been narrowed down to areas around education, a little bit on environment, sports and security. I find the emphasis on education to be The electronic version of the Official Hansard Report is for information purposes only. • 27 Feb 2019 in National Assembly: timely and extremely important. There are two basic issues in education. One is facilities development since the Ministry of Education does not fund facilities in any consistent way. Two, improve access to education. view
  • 27 Feb 2019 in National Assembly: I come from low-income communities. Our parents in Nambale Constituency are still struggling to pay the school fees - which is lunch allowance of Kshs9,000 or Kshs10,000 a year. They need support. If we do not do that, our kids will stay at home. Kids are not fed in school. There are a lot of challenges that our parents face. Therefore, the bursary is a very positive thing. The money we have is so little. I have over 10,000 students who are in secondary schools and they need those funds. Over 3,000 students who are in colleges and universities need ... view
  • 27 Feb 2019 in National Assembly: I am happy because the county governments are giving out bursaries as well because it is a big job at hand. I understand that the Woman Representative of Busia County gives money from time to time. All we need to do is to work on how we coordinate among ourselves, but there is no doubt that there is strong demand for it. view
