  • 13 Feb 2019 in National Assembly: Hon. (Prof.) Oduol touched on the share of the budget that goes to counties and what remains at the centre. Kshs 2.7 trillion of this current budget would be programed for the central Government and Kshs 4.4 trillion would go to the counties. How much of it has been released? We hear the Press highlighting how they are only spending recurrent expenditure. This is The electronic version of the Official Hansard Report is for information purposes only. • 13 Feb 2019 in National Assembly: because they do not get the development expenditure and when they do, it is too late in the day and it is unpredictable in quantum and in timing. These are the things that we need to fix and hope that in looking at this we shall put some pressure. The usual excuse is that we cannot disburse what we have not collected. We have annual projections on collections and we know what the fall-back position can be. There must be a minimum that we can release. view
  • 13 Feb 2019 in National Assembly: Lastly, we put too much attention on control of expenditure. We do not put much attention on the management of revenue collection. The Kenya Revenue Authority is safely under the umbrella of the National Treasury and so they are not exposed to the criticism and comments that we would do with other institutions and yet there are big issues there. How much of it in the management and auditing of revenue collection are we doing? This is not a case where you can send in an auditor as we do on the expenditure side once a year to run through ... view
  • 13 Feb 2019 in National Assembly: However, I have one concern with respect to revenue collection by counties. I would expect that part of the disbursement to counties as we mature in devolution would be reward for how much money they have raised in their own counties. Let us not shroud it into excessive bureaucracy. You collect the money, must send it to Nairobi and request it in a certain way as if it was the national Government transfers. Let us find mechanisms, even including the provisions in the Bill that give incentives to the counties to do more in their own revenue collection and to ... view

  • 6 Dec 2018 in National Assembly: Hon. Temporary Deputy Speaker, is the Member in order to allude that there is more than Kshs30 billion being given? This is only Kshs3.7 billion in total. I do not know where he is getting these large figures that he is talking about. view
  • 5 Dec 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I will not go into the details of the provisions in the various clauses of the Bill. I just want to touch on what I think are important public policy questions that might remain unanswered or overlooked. view
  • 5 Dec 2018 in National Assembly: First, the NYS, in whatever structure, has always been very useful. On the benefit side, it has been one service in which people get in without paying bribes. Normally, the recruitment is very professional. People get out there, do some exercises and they are selected unlike in other services. The military, police and the prisons in Nambale have a price tag of between Kshs250,000 and Kshs300,000 to be recruited. So, clearly, the NYS has stood out as distinct because it conducts a professional selection. In that regard, I like the recommendation that in recruiting the uniformed services, you can give ... view
  • 5 Dec 2018 in National Assembly: We have ended up with an armed force of the rich and people who have discharged their assets to join the armed forces. That is a bad way of building a security force for a country. So, I support that provision in this law. view
