The function of the Public Accounts Committee is an extremely important one because as a nation, that is the only opportunity we get to comment on the management of public resources in this country as largely highlighted by the Auditor-General, but generally going beyond what he has highlighted. They have commented on that as a category of concerns. Their recommendation was tamed. Looking at the public debt as a whole from the perspective of just one financial year may have led the Committee to feel okay. They had only a slice of view.   • 29 Nov 2018 in National Assembly: I have gone through this Report with great effort, but not with a fine toothcomb, but there are recommendations in departments that have been problematic. I have mentioned health and agriculture. If you had sat in this Committee and listened to them, you would expect a lot of material for the DPP. I do not see it here as a matter of fact. The Office of the President had great difficulty in explaining the use of confidential expenditure. We admit that every Government has confidential expenditure. What I would like to add is that this Report needs to strengthen the components of culpability which cannot be always public officers. There was an individual in those dockets. It is within the norms of the reporting of the Committee to name them to enable the officers that follow up to pin down exactly who did what and when. I have got a lot of calls from the constituency on both sides of the issue. I stand strongly in support of the Bill because if we passed it, Kenya would be leapfrogging to the future on this issue.   • 22 Nov 2018 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I have not said much on this. However, I think it will be unwise to completely cut out the devolved governments. Also, remember the warehouses are going to be local and not national in any sense. It is the aggregation of all these warehouses that we are regulating at the national level or the system. I think the warehouses will be a localised arrangement. There will be more than one in a county. I think it will be unwise to completely cut them out at this stage. view

Certainly, we did pass that the CEO must have graduated in Kenya, but I think the intent was if he holds a degree that is recognised in Kenya. view
