Hon. Temporary Deputy Speaker, I am a Member of the Departmental Committee on Finance, Planning and Trade, but I am not sitting here to represent them. They are in a meeting now looking at issues related to the Budget. This matter has been before the House for a long time. This issue has not sprung on the House. The House did not prioritize this enough prior to the time when we are reaching the lapse of the COMESA Protocols. Let me go first to the issues of privatization. People have referred to Mumias as not having been a good example. ...

The worst group to give it to is the county governments. What capacity do they have to supervise that commercial production? I thought that the proposal that was there was: “Yes, give some shares to farmers but educate them on what it is they holding in their hands and accepting that if it is on the Stock Exchange like Mumias was, one day it will be up and the next day it will be down.” They can see their paper gains and paper losses. As it turned out, overall, it was losses as it were. Why do you want to ...

it in our hands, we are not doing our farmers any favour. I agree with the suggestion we should re-engage with the process so that we can safeguard as much as possible. But let us get on with it. Let us get it done and let those companies prove themselves. They can either stay in the sugar business or get out and do other things in the same zones. With those few comments, I support the process of privatization.

Thank you, hon. Temporary Deputy Speaker. I want to thank hon. Okoth for bringing this Motion to the House. It is critically important. I have a series of questions. Who is in charge? Is it the Cabinet Secretary or the principals? Who really is in charge? How come circulars and laws are passed and they are ignored with great impunity? Is he unaware? Is he helpless because of lack of law? Is the law not strong enough? I get the sense that this House is willing to tighten the law if that was the case. It does not look like ...

Secondly, there are countries that offer education. When it is free education or education with an agreed levy, only that can be enforced. Anything else above that is not proper. If the Alliances of this day want to charge above the recommended amount, there must be donations from those millionaire parents. There is nothing wrong with parents donating more than the fees that are asked for. It should not be imposed upon other children who must solely be made to pay the maximum they are supposed to pay. This is one of the key things. We are heading into an ...

Thank you, hon. Speaker. I rise to oppose this list for the very simple argument that has been put very well and ably by the Leader of Majority Party, that every parliamentary party is represented on this list. The UDF is a parliamentary party but it is not represented on this list. So, the list is defective from the word go. Thank you, hon. Deputy Speaker. First, I rise to express thanks to hon. Speaker, the Deputy Speaker and Members of the Speaker’s Panel. I also thank the people of Nambale and wish to express their hopes and aspirations. They just launched a strategic plan the other day. We are critically depending on funding from the Constituency Development Fund (CDF). I hope the promise that I will get 50 per cent by Christmas will bear fruit. Thereafter, it should be predictable so that we can carefully plan how to spend our funds. Secondly, Kenya is at war whether we like it ...

Thank you, hon. Temporary Deputy Speaker. I rise to support this extremely important Motion that is before the House. This House has a major role to play in resource allocation and oversight of resource use. That is a function that was enhanced by the Constitution. The House plays this role through PAC; of course, it then comes before the Floor. As you all know, the House takes keen interest in the Budget and Appropriations Committee because it determines which way we are going to move. At the same time, I appeal to the House that we should take equally intense ...
