Thank you, Hon. Temporary Speaker, for giving me a chance to also contribute on this. I want to reject the Report and thank the Committee for bringing this to the attention of the House. There would be a lot of money in the counties, if IT revenue systems were not being stolen. If the revenues that they are collecting are banked in the national Government account, they can help this country. But the staff in the counties are just stealing. I think devolution was meant to help governors steal from the people of Kenya, and that is what is happening. ...

Thank you very much, Hon. Speaker, for giving me a chance to also contribute on this Committee Report. I thank the President for the nominations. The new proposed Cabinet has a national outlook because, at least, one person has been chosen from every part of the country. The cabinet secretaries who have been nominated by the President should help him work effectively for this country. As a country, we have gone back by about a year or so in terms of the economic gains we have had because of what happened recently. Therefore, these nominee cabinet secretaries should be very ...

Hon. Speaker, I am happy with the President for appointing Hon. Opiyo Wandayi and Hon. John Mbadi. I hope they will show their competence because if they fail, they will have failed us as their colleagues and the House as well. This country needs unity. All of us should come together and forget our political differences, so that we can help the President to effectively carry out the mandate that is bestowed upon him by Kenyans when he was elected into office. I thank the other side of the House for joining us so that we can work together as ...

Thank you very much, Hon. Temporary Speaker, for giving me a chance to contribute to the debate on this important Report. I thank the Committee for the good work they have done. The work of the NG-CDF in this country is seen all over. It has done a lot of work. The money that constituencies get is very little compared to the money that county governments receive, which is in terms of billions of shillings. There is no single constituency that has received Ksh220 million, but you can see the work that has been done, including buying buses for schools. ...

get a title deed. You might even wait until you die before you build the school. Development is demanded by a community or parents of a particular school. We build schools because the population grows every day. School communities have demands like administrative offices every year. Every year, a location, sub-location or division is created because of population growth. As I thank the Committee, the Government should put in place structures on the use of the money that is disbursed to the county governments. The NG-CDF has a structure in place and you cannot take any money. Even if you ...

Thank you, Hon. Speaker, for allowing me to contribute to this Bill. From the onset, I want to support the Finance Bill. I support it because it carries almost everything. We cannot reject the Bill in totality because Kenyans must learn to pay taxes. If we do not do so, the country will be forced to borrow from outside. Currently, Kenya has a huge debt because of borrowing. The Government is trying to make this country self- reliant so that we can generate our income to avoid debts. We must pass this Bill. Hon. Speaker, the Committee has dealt with ...

Thank you, Hon. Temporary Speaker for giving me a chance to also contribute on this. I want to thank the Member for Lamu East for coming up with this Motion. First, I send my condolences and that of my family to the family of CDF General Ogolla and the other nine who perished in the helicopter crash. Many Kenyans do not know the importance of our military. They see them and think they are like the police or any other uniformed officers. As one of those who worked in the military, I know those officers need to be respected. They ...
