Mr. Temporary Speaker, because this is a halfway point of this Committee, I want to thank my Vice Chairperson, Sen. Kasanga, Sen. Abshiro Halake, Sen. Mithika Linturi and Sen. (Dr.) Michael Mbito, who is the Chair of the Committee on Health. I also want to thank Sen. Okong’o Omogeni and Sen. Mwinyihaji Faki, who have been committed Members. The average turn out of our Committee meetings has been six out of seven, and that is commendable. I do not think that any Committee has achieved that in 71 sittings following each other.

I also want to thank our Secretariat, led by Mr. Charles Munyua and the entire team; Ms. Claire, Dr. Sagini; the Legal team led by Dr. Okello, Jeremy and all those who have given us invaluable support, including our Serjeant-At-Arms who were there online. Of course, it is very hard for them to step in online, but I did not have a problem requiring them to step in. However, I want to thank them for what they have done. I want to assure the members of the public that we will continue to engage as they support us in doing ...

With those many remarks, and with a few minutes left to go, I beg to move that the Senate adopts the 7th and 8th Reports of the Ad hoc Committee on the COVID-19 Situation in Kenya. I would like to ask Sen. (Dr.) Zani to begin seconding.

Mr. Speaker, Sir, I understand why you have sought for voting by Roll Call. However, I would like to indulge you, because for those of us who are here, we have our cards and looking at the number of Divisions we have, especially in the Committee of the Whole, that the names of the Members who are on the other side be noted, so that they can vote by Roll Call or they can tick their votes, but for the convenience of the House, those who are here be able to vote electronically.

Mr. Speaker, Sir, you have the mandate and you can make that decision, so that we can move on to the real business that Members want to discuss.

Mr. Speaker, Sir, the Secretariat should be a bit creative. Many at times, even when we vote electronically, there are some Members who do not have cards. In those instances, those Members without cards are called “assisted voters.”

Mr. Speaker, Sir, for purposes of convenience, I wish the Secretariat was listening, because they are the ones proposing, just like the situations - I am glad the Clerks at the table are listening - where some Members do not have cards, but the rest vote electronically, we can make the assumption that those Members on the other side do not have a card so that the ones in the Chamber vote as the “assisted voters.”

Madam Deputy Speaker, when Sen. (Dr.) Ochillo-Ayacko was speaking, I was reminded of the words written by Apostle Luke who wrote the Book of Acts. The Book of Acts 17:11 says: - “Now the Beroean Jews were of more noble character than those in Thessalonica, for they received the message with great eagerness and examined the Scriptures every day to see if what Paul said was true.” When he quoted the Book of Genesis, I asked whether he was sure. Like the Beroeans, I examined the scripture and it is true that there is a decree in Genesis 1:28. It ...

of Nandi if Sen. Cherargei finds time to consult Sen. (Dr.) Zani on the issues of local content and of benefit sharing because there is a lot of work done. Madam Deputy Speaker, the intervention by Sen. Ochillo-Ayacko was not properly executed because what Sen. (Dr.) Zani meant is not that there is a lacuna or that the laws do not exist. As it is today, the Government can implement beneficial sharing for the people where all these minerals fare found. It should not be that after Rosterman left with Kshs4 billion worth of gold in Kakamega, we still have ...
