My friend, the Secretary General of ODM, got carried away in supporting the Bill. There is no Bill before the House at this juncture. The Bill is likely to come for debate. I want to agree with him that the women of this country have for many years struggled to get this Bill to where it is. Therefore, I want to tell Hon. Gumbo that when he receives a text message like the one he received yesterday, it is lobbying. Yesterday, somebody was tweeting that if this Bill fails, they will make sure I do not become Governor of Nairobi, ...

Thank you very much, Hon. Speaker. First of all, I want to thank all the Members who have voted in the affirmative and to encourage those who have not. From the point of order raised by Hon. Cecily Mbarire, the Hon. Member for Runyenjes, she has asked for your guidance. It is very clear within our Standing Orders that you either vote “yes”, “no” or abstain. I am persuaded that if the vote has not been done in that manner, this vote is probably defective. This is a vote of great magnitude in this House and because you cannot ascertain ...

possible and procedural. Not voting is what is not procedural. Even Hon. Jakoyo is going to vote “yes”. I know he voted “yes”.

Thank you very much, Hon. Deputy Speaker. I would also like to thank my colleagues for raising this issue. It is, indeed, a very sensitive and critical issue that must be expedited. Beyond the specific issue, including the issues raised by my good friend, Hon. Chris The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Wamalwa, the Committee on Implementation gave a very comprehensive report on how it has been tracking the resolutions of the House and the reports. However, I feel strongly that as a House, we have not put in place proper administrative mechanisms to ensure that whatever this House resolves is fully implemented. Other arms of the Government and Departments will start taking the House less seriously because we are not able to follow through adequately on issues, including the fact that when a Member brings up an issue, the Committee itself does not respond. We need to institute mechanisms to ensure ...

Hon. Speaker, while the provision in the Standing Order is very clear, CORD needs to confirm whether or not they are still within a coalition. This is because we have seen FORD (K) members being persecuted heavily. When Senator Mong’are, a FORD (K) member, won a Committee Chair position in the Senate, he was de-whipped by the Orange Democratic Party (ODM). Hon. Mwashetani, a member of FORD (K), has been de-whipped by ODM. Even when the FORD (K) party leader wants to launch his presidential campaign, he is stopped by the Deputy Party Leader of ODM. Can they confirm if, ...

Thank you, Hon. Speaker. I am proud of this piece of legislation we are discussing. We begin the process of making history by passing these provisions in our laws. Any country’s claim to democracy is tainted whenever any section of that society finds it hard to be in mainstream leadership or fails to be represented. I would like to quote Ban Ki-Moon who said that this is a century for women and that we will not realise our full potential if half of humanity continues to be held back. For that reason, I am very pleased to support this Bill. ...

up to 16 Members. This happened not because CORD does not believe in women leadership or that we believe more, but our support for women leadership must move from high sounding declaration by political parties. It must move into action. Before you came Hon. Speaker, you are aware of the kind of nomination procedures and rules parties put themselves through. Having been through that process, I would like to state with authority that when you put a huge premium and penalty on anybody causing violence at the nomination level and ensure there is a level playing field at the nomination ...
