Hon. Temporary Deputy Chairman, I am still convinced to support the amendment. I beseech my colleagues sitting together to give us a more compelling argument as to why another order that is issued on a civil matter, for example under the Matrimonial Causes Act or even another that has nothing to do with this potential law, should be subservient to an order issued under this law. Thank you, hon. Temporary Deputy Chairman. I would like to join my fellow hon. Member in seeking your indulgence to allow this amendment. When we were at Clause 8, I remember I tried to rally the Committee to understand that the reason why the Committee Chairman wanted to drop Clause 8 was because of the perceived conflict between county executives and the Cabinet Secretary and the fact that, that would make this a Bill concerning the counties and that would have made it untidy. Hon. Temporary Deputy Chairman, I appreciate the concerns of the Committee with regard to the two levels of government as well as the regulations. You realise that beyond that, Clause 8 is providing an essential part of this Bill; protection mechanisms. In order to be prudent, the Departmental Committee Chairman should have amended the offending Clause 8(i) to remove the conflict, but not to throw out the baby and the water and say that because of that small conflict of jurisdiction, we do not provide protection.
