  • 24 Jul 2014 in National Assembly: Hon. Deputy Speaker, without any fear of contradiction and whatever, I want to put it clearly that, indeed, when it came to asking for a Division many Members stood up, including myself and for very fundamental reasons, I hold that the Report ought to have been objected to. Everybody has a position. Apart from the lobbying that went on and especially by hon. Jakoyo who stood out the tallest from that side, when you explain what the implication is--- Hon. Deputy Speaker you are on record saying that this means denying counties money and that is why many people changed ... view
  • 23 Jul 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. I think Members are alive to the fact that from 9.30 a.m. up until now, we have only been able to move to Order No.8 and we still have a number of Bills that we would like to be able to deal with and even get to hon. Opiyo’s Bill. So, I would like to move a Procedural Motion, and I have consulted a few Members. I would like to move:- THAT, pursuant to the provisions of Standing Order No.97(4), this House resolves that debate on the Bills appearing under Order ... view

  • 23 Jul 2014 in National Assembly: I also would like to acknowledge that we have a very serious group of the Presbyterian Church of East Africa (PCEA) boys and girls brigade who are with us, they are from all over the country. They include boys and girls from the age of four to 14 and we will be doing many more things to support them. I will be looking upon Members to support them. The boys and girls brigade is a national body. view
  • 25 Jun 2014 in National Assembly: Hon. Temporary Deputy Speaker, a first class country can never have a second class citizen. That, indeed, is our mantra at the Joint Committee on National Cohesion and Equal Opportunity; we look at everything to make sure that every Kenyan, no matter their status, where they come from, their physical abilities and ethnicity gets equal opportunities in this country. I commend the hon. Member for bringing this Bill. For a long time, people living with physical challenges have not been able to really feel that they are in the mainstream of our political, social and economic life in this country. ... view

  • 25 Jun 2014 in National Assembly: living with disabilities, especially in the area of access. I urge the House to support that Bill once we bring it here. Disability can befall anybody at any point in their lives. Yes, there is a category of people who might be born with disability, but at any one point--- I was very disheartened yesterday when I saw on television the story of a young boy who has been kept in a sheep’s pen for ten years because he has a disability. He has been staying with sheep. It is almost like living with a pig. It is really hurting ... view

  • 11 Jun 2014 in National Assembly: Thank you, hon. Speaker. I want to speak on behalf of the Committee on National Cohesion and Equal Opportunity. The issues being raised, beyond even the welfare of Members, are matters that we must address as a country. We recently came back from a trip in the United States and the Report will be coming where there is actually access of people with disabilities--- view
