Thank you, hon. Temporary Deputy Speaker. Even as I support this Motion, we need guidance going forward. Despite the fact that the Standing Orders say that any Motion brought by an hon. Member will be brought to the Floor of the House, what does this Motion intend to do? It is urging the Government to put measures in place to ensure that no further irregular payments are effected in regard to such schemes to avoid further loss of public funds. Despite the fact that we do not need to urge the Government to perform its duties and functions, we must ...

Hon. Temporary Deputy Speaker, the point I am making is that the problem we have with corruption is that we just talk about it. If the intention was really to deal with the Goldenberg matter, are there no more effective ways through which this House can engage itself on the matter? We will pass this Motion, which is well supported. We will urge the Government and then what? We should look at legislations that need to be strengthened. If the Mover had brought an amendment to an Act relating to this matter, it would be more effective. Alternatively, if he ...

Hon. Temporary Deputy Speaker, Sir, if you look at the past records of both principals of the Jubilee Government, you can see that they have had integrity. If you look at His Excellency the President while he was the Minister for Finance, he was the one who proposed austerity measures which I think hon. Midiwo was trying to pour cold water on.

Hon. Speaker, first I would like to thank the Leader of the Majority Party for quickly seeking that Statement from the Judiciary. I wish to seek further clarification because the question which I had asked has not been answered. I had mentioned, as you all know, what our Constitution states in Article 160(1), that the Judiciary is supposed to be independent and conduct itself in a manner that shall not be subject to control or direction of any person, least of all, the President of another country that has pronounced itself on ongoing judicial processes in this country. The US ...

Hon. Speaker, secondly and as I was saying, the relationship between this country and the US, especially the relationship with the President of the US is a political relationship. The former Director of Communications for the former Prime Minister stated last weekend in an article “why would Barrack Obama talk to an African judge over the head or the President? A judge who attends such a forum panders to the

Thank you, hon. Chairlady. I just want to clarify that in as much as the sentiments by the hon. Member are well received the Vote he is talking about is not the one that actually has what they are calling the laptop project. Vote R106, in the Appropriation Bill has the amount required in the year ending 30th June, 2014 for salaries and expenses for the Ministry of Education, Science and Technology, general administration and planning, basic education, quality assurance and standards, secondary, tertiary and university education, research, science and technology and innovation. I do not see laptops there. I ...

Hon. Speaker, Sir, I would like, first of all, to congratulate the House for having passed this Appropriation Bill because in as much as we have passed it as part of the business of the day, we must remember something: That on 4th March, 2013, Kenyans lined up in their millions and they issued a statement of faith that they wanted to vote out cheap politics and vote in results, development and a Government that

Thank you, hon. Speaker. I would like to request a Statement from the Leader of Majority Party with respect to a visit by the Chief Justice (CJ) and other State officers to Senegal to meet the President of the United States of America (USA), Mr. Barak Obama, cognisant of the fact that Article 160(1) of the Constitution of Kenya states that in the exercise of judicial authority, the Judiciary shall be subject to only the Constitution and the law, and that it shall not be subject to the control or direction of any other person or authority; and also cognisant ...

On a point of order, hon. Deputy Speaker. I have not yet responded to the timeline given by the Leader of Majority Party. I would like to express my dissatisfaction because we need the answer before the CJ leaves for Senegal. The information should be readily available at the Office of the Chief Justice. So, we require it by tomorrow, if possible.

Hon. Speaker, Sir, also have a Motion for Adjournment of the House which I had passed through you. It has been approved and it is also a matter of national importance pursuant to Standing Order No.33(1). Pursuant to Standing Order No.33(1), I would like to seek leave to move adjournment of the House to discuss an urgent matter of national importance. We are just about to discuss the Appropriation Bill for the national Government while appropriation for counties cannot be done due to legislation that has not been prepared by the Senate. It is close to four months after the ...
