  • 7 Oct 2015 in National Assembly: people who range between 40 and 45 years and are also jobless. They are in the bracket of youthful people. I support the amendment. view
  • 20 Aug 2015 in National Assembly: On a point of order, Hon. Speaker. view
  • 20 Aug 2015 in National Assembly: Hon. Speaker, thank you for giving me this opportunity to raise a point of order. Is Hon. Washiali, the Member for Mumias East, in order to claim that Mumias Sugar Company is in Mumias East when it is in Mumias West? He knows very well that when the President was there, it was me who took over and introduced all Members of Parliament present. You must tell Hon. Washiali not to get used to encroaching onto other peoples’ turfs as he encroached onto Jubilee. view
  • 3 Apr 2014 in National Assembly: Hon. Temporary Deputy Speaker, I thank you for giving me the opportunity to also contribute to the Motion on the Presidential Speech. I would like to thank him for coming here to give the Speech. However, I feel that there are lots of shortcomings in his Speech, especially regarding the Nyumba Kumi initiative. He did not elaborate what Nyumba Kumi actually entails. In my village nyumba kumi is a homestead of one person. So, it is important that the Jubilee Government understands what NyumbaKumi is. I am a grandfather of paramount Chief Mumia. So, when you talk of NyumbaKumi you ... view
  • 3 Apr 2014 in National Assembly: Yes, hon. Temporary Deputy Speaker. So, that is an area we need a lot of clarification on. On the issue of reducing the ballooning public wage bill, I am not convinced that this should just be based on reducing the salaries of public servants. I am happy to have information that some senior Government officials have been interdicted this afternoon because of corruption. That is where the wage bill issue has been having a problem. The question of wage bill is related to the question of quality of service. It is not just a question of hiring 1,200 vehicles for ... view
  • 3 Apr 2014 in National Assembly: On a point of order, hon. Deputy Speaker. I want to seek a clarification on your guidance that we cannot move a further amendment. I am worried because Clause 5 on Section 48 has a very serious omission. We are talking about exemption of VAT. We want to amend the section where it says that the transportation of sugarcane from out-grower farmer to sugar processing factories--- Somebody has written “factories” instead of “miller”. When you talk about a factory, you are talking about a shop behind a street. Actually, we will deny the Government more money that we even anticipated. ... view
  • 3 Apr 2014 in National Assembly: Hon. Temporary Deputy Chairman, previously, I moved an amendment on the VAT Bill, and it was done on the Floor of the House. view
  • 19 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I also rise to support the amendment Bill by hon. Sakaja. It has come at a very appropriate time. I realise that even in Mumias, most of our youths are very idle. They spend most of their time watching films and begging for money just because we have not empowered them. So, I am very much impressed that right from yesterday’s Motion on Uwezo Fund, we are now proposing the reservation of a minimum of 30 per cent of public procurement to the youths and women. Most of my colleagues are wondering whether the ... view
  • 9 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I also rise to support this Motion by my friend and neighbour, hon. Wandayi. I think this Motion should not have just ended at ending the vice. We should actually get this Kshs5.8 billion back so that we add it to the Kshs17 billion which was given to the teachers today which they have rejected. This is because if we just say that we end this vice without getting that money back, we shall not be doing justice to people in this country. One of our functions is very clear in Article 95 of the ... view
  • 9 Jul 2013 in National Assembly: The architect of this Goldenberg issue should not be entertained. This is a man who even registers religious institutions and becomes a bishop when he knows very well that he has issues. I think this is a very serious issue. It is in the public domain that the architect of Goldenberg has gone as far as putting up Duty Free shops and he has actually made an agreement that allows him to retain Duty Free shops at the Jomo Kenyatta International Airport (JKIA) and even after him, his children and grandchildren will benefit from them. This is the biggest case ... view
