  • 3 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I also rise to support this Petition. It is very important. Sidindi is also in a constituency neighbouring mine, and most of the people who travel on that road come from one of my sub-locations called view
  • 16 May 2013 in National Assembly: Thank you, hon. Deputy Speaker. Although I wanted to speak on security, I hope that hon. Members in this House will be given a chance to speak on the Motion they wish to speak on. I come from sugar cane growing area, and as you read this morning, there is rampant insecurity in Mumias. However, we were cut short because it was very difficult for the Speaker to see some of us. I do not know whether we are short. view
  • 16 May 2013 in National Assembly: However, I support this Motion by hon. John Waluke which borders on parastatals. I come from sugar cane zone, and as you know, those firms are privatized. I hope that this Motion will cover all companies irrespective of whether they are parastatals or not so that all farmers irrespective of whether they are in parastatal zones or not can benefit. This is especially on fertilizer. I agree that farmers in Mumias are getting a low deal as far as fertilizers are concerned. That is why production in farms is very poor and as a result farmers do not get any ... view

  • 30 Apr 2013 in National Assembly: Maybe they have not received their payment on time. This Motion says that even if you default by a day--- If the date of submitting your returns to the National Hospital Insurance Fund (NHIF) is today and you submit them tomorrow you have to are surcharged 500 per cent. That is five times. This has hurt very many business people. I support the Motion that this percentage should be reduced not even to 25 per cent but to five per cent, which is quite reasonable; you can imagine the amount of money you will pay if you owe the NHIF ... view
  • 30 Apr 2013 in National Assembly: Mr. Speaker, Sir, with those few remarks, I wish to support the Motion. Thank you very much. view
  • 25 Apr 2013 in National Assembly: Thank you, Hon. Speaker, Sir. My name is Johnson Manya Naicca, the Member for Mumias West. You are all welcome to my constituency where the biggest sugar industry is situated, although the residents of that place are the poorest. view
  • 25 Apr 2013 in National Assembly: I rise to, first, thank you and congratulate you for having been elected to that position even though I did not vote for you. However, if there was another voting, I could vote for you because you have articulated issues here very amicably. I also rise to support this Motion together with the previous Motion by hon. Koinange. They are very well put subjects. However, I have a small issue that could be looked into regarding the NHIF. It seems we do not understand the issue of penalty. It is okay for the people in the informal sector like the ... view
  • 25 Apr 2013 in National Assembly: However, when we talk generally that defaulters should not be penalized, we are making a big mistake because suppose my colleague, hon. Johnson Sakaja has employed me for one year and he remits my NHIF--- view
