I want to 454 PARLIAMENTARY DEBATES April 15, 2008 start by saying that it has come at the right time, and needs to be supported. We want to recognise that any Government, institution or even the private sector that stands to prosper must have well- qualified accountants. Accounts is the backbone of every sector that wants to prosper. We have seen, even in our constituencies or districts, that the Government has posted District Accountants there. When we talk about lack of jobs in Kenya today, we do not talk about jobs at the level of Permanent Secretaries but at the lower level and the middle class level. If we can work on that and make sure that instead of each one of them earning Kshs7,000, they earn Kshs30,000, then they would also employ five more people. I would like to echo Mrs. Ngilu's sentiments that it will be unfair to have only two women, out of the 20 women that we have in this House, sitting on this Committee. Women have sort of been rejected because they are seen as representatives who are not able or do not qualify to be included in a Committee such as this one.
