• 25 Nov 2021 in National Assembly: The issue of age is critical. Ten years of experience is good. All other experiences after 10 years to 15 years to 30 years are repeated experiences. It does not add a lot of value to experience. At that age of between 35 years to 45 years, people are energetic. They are able to move this country to great heights. • 10 Nov 2021 in National Assembly: Hon. Deputy Speaker, I beg to support the nominations. The Committee did a good job. They considered all diversities and tribal and regional balance. I am sure these nominees will deliver in this Commission. Although it is a part time job, I am sure they will deliver on their mandate. With those few remarks, I support the work of the Committee. I am in support of this Sessional Paper No.1 of 2021 on the National Water Policy, more so, coming from a constituency that is a big water catchment area, namely, Lari Constituency. • 13 Oct 2021 in National Assembly: So, all the things that have been considered in this Sessional Paper, like the security of water, just like in other countries that are deserts, have to be implemented. Water has to be given what is called “critical infrastructure status” so that when a road is being constructed and a pipe is destroyed, the contractor is required to fix it as soon as the road is completed. As a landlord now and a tenant before, I think I am coherent with the Bill because it is bringing a good balance between the landlords and tenants. There are only a few areas of concern as Madam Millie has said, like the issue of goodwill for business premises. I believe in the Third Reading, an amendment will be brought so that the issue of goodwill can be captured by the tribunal. I am also happy about the tribunal’s three months’ time period to resolve disputes. This is because some of those tenant-landlord disputes can take way too long. You may have items left in a premise and resolving the rent dispute takes too long and maybe the tenant wants to use the same items in another premise where he has no dispute, but the landlord has ... view
