The issue of age is critical. Ten years of experience is good. All other experiences after 10 years to 15 years to 30 years are repeated experiences. It does not add a lot of value to experience. Hon. Deputy Speaker, I beg to support the nominations. The Committee did a good job. They considered all diversities and tribal and regional balance. I am sure these nominees will deliver in this Commission. Although it is a part time job, I am sure they will deliver on their mandate. With those few remarks, I support the work of the Committee. So, all the things that have been considered in this Sessional Paper, like the security of water, just like in other countries that are deserts, have to be implemented. Water has to be given what is called “critical infrastructure status” so that when a road is being constructed and a pipe is destroyed, the contractor is required to fix it as soon as the road is completed. As a landlord now and a tenant before, I think I am coherent with the Bill because it is bringing a good balance between the landlords and tenants. I wish this Bill could elaborate more on the issue of goodwill. I believe in the Third Reading, an amendment will be brought so that the issue of goodwill can be captured by the tribunal. I am also happy about the tribunal’s three months’ time period to resolve disputes. This is because some of those tenant-landlord disputes can take way too long.
