  • 2 Jul 2014 in National Assembly: Thank you, hon. Speaker. I support the amendment because it conforms to the constitutional requirements. I do not think we have any other option but to amend this Report in this manner. This is because once the functions are devolved - Article 187 of the Constitution is very clear - we can only re-devolve them with the agreement of the other level of government. This is what the Report talks about, instead of just the Committee trying to act as the recommender without necessarily subscribing to Article 187 of the Constitution of Kenya--- view
  • 2 Jul 2014 in National Assembly: I am very happy with the amendment because it allows the county governments to look at what they cannot do very well and agree with the national government. It is not fair to condemn the transfer of health functions to county governments wholesale. Where I come from, Maralal District Hospital was a desolate and forgotten place for so many years until the county government came in. Now, Maralal District Hospital is fully operational and is working.   • 2 Jul 2014 in National Assembly: So, sometimes when we look at these things, devolution has worked for areas that were marginalized like ours. I am very proud of our Constitution because it provides the mechanism for agreement. In a way the governors can agree if there is anything they cannot do. In fact, if you look at Maralal District Hospital, before it was given to the country government, there were five doctors who were supposed to work there, but you rarely found one of them at a given time. Let me, first of all, thank the Budget and Appropriations Committee for the good work they have done for this country. There is a lot of work that goes on inside the Budget and Appropriations Committee and that people outside Parliament, probably, do not know. Temporary Deputy Speaker, having said that, I want to appreciate that the Budget has covered various things that are very good for our country, including the standard gauge railway (SGR). This will make transport cheaper, efficient and we will compete with regional powers like Tanzania, which is already constructing a bigger port at Bagamoyo linking up Rwanda and Uganda. Those are our competitors. view
  • 25 Jun 2014 in National Assembly: The increase for free education is commendable because we need to allow access to education to many of our kids. The money that is going to vulnerable groups is another thing that I truly appreciate the Jubilee Government and the workings of this House through the Budget and Appropriations Committee. view
