We need to be serious. We are making laws for this country. We are not politicising this matter. I plead that we reason together so that we do the right thing for Kenya. view

  • 3 May 2016 in National Assembly: Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 12 of the Bill be deleted. Hon. Temporary Deputy Chairlady, survey and marking of boundaries are county government functions. For separation of powers, it should remain as it in the original Bill. To avoid conflict between the county governments and national Government, it should remain as it is in the original Bill. view
  • 3 May 2016 in National Assembly: My justification is that survey, boundaries and mapping are county functions under the Constitution. The new clause will conflict and inhibit survey functions, boundary work and dispute resolution. The Survey Act has been reviewed to conform to the Constitution. Survey functions are shared between counties and the national Government. We cannot remove county governments and leave the national Government alone. It is a shared function. view

If the CS is repeated under Clause 8(2), why are we not repeating the county governments? All of them should be repeated. Otherwise, we should also remove the CS and replace him with something else. view

The fact that they have not been able to do that means that we need to force them. In the banks, only about 14 per cent of customers default. This means that 86 per cent of customers are good. Most of those customers are corporate entities who borrow at around 9 per cent. Other customers and the citizens of this country are forced to borrow at very high interest rates. Temporary Deputy Speaker, a case in point is the National Bank of Kenya (NBK) where a new CEO sacked all the senior managers he found in the Bank within three years of his appointment. Today, the Bank is collapsing because of one person who did not really want to take what was there and the people who had worked for the Bank for all those years. I was a member of staff.
