  • 20 Apr 2011 in National Assembly: Finally, there is a lot of discrepancy in the whole affair because of lack of a scheme of service. You go to one school and you find that the bursar is paid Kshs5,000. You go to another school and you find that a bursar with the same qualifications is paid Kshs15,000. Now, when those people try to compare their salaries in their social joints, some of them feel a bit demoralized. So, if we have a scheme of service in place, I view
  • 20 Apr 2011 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. First of all, let me take this opportunity to thank the Minister for introducing the free primary education and free secondary education funds. I also thank him for availing these funds on time. Let me also take this chance to thank my colleague here, the Mover, Mr. Chanzu because I feel that this Motion is long overdue. As my colleague said, we do not need to debate a lot about this Motion. When this money was approved in the year 2003, a litre of petrol was going for about Kshs48. Today, a litre ... view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to take this chance to thank the Assistant Minister for the Statement. Looking at the data he has given us, in 2009, there were 11 murders; in 2010, there were 18 murders and 2011, we have had six murders. Is the Assistant Minister aware that both the DCIO and the OCPD do not have a vehicle that they can use to do surveillance or use to go round, especially in Kerugoya Town? In case of an emergency, they are forced to get a vehicle from somewhere else. view
  • 13 Apr 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while appreciating the answer from the able Assistant Minister, I want to seek clarifications. view
  • 13 Apr 2011 in National Assembly: I have heard that these quarries have existed since 1980, and now we are in 2011. I think it is a requirement of law that before you do any quarry, you do an environmental impact assessment report, which is to be followed every year by an audit report. The audit report tries to look at the mitigation measures, whether they were implemented. view
  • 13 Apr 2011 in National Assembly: I want to seek clarification whether the audit has been done and whether it has checked on the environmental impact assessment. view
  • 30 Mar 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to shed some light on this issue. When I was vying for by-election, the Interim Independent Electoral Commission (IIEC) required that we produce a certificate of good conduct. So, I think it is the prerogative of the institution and not the Ministry. view
  • 2 Mar 2011 in National Assembly: Mr. Deputy Speaker, Sir, my name is Joseph Gachoki Gitari, the new Member of Parliament for Kirinyaga Central. I want to take this opportunity to thank the people of Kirinyaga Central for having faith in me and electing me as their leader. I would like to say this to my supporters in Kirinyaga Central who woke up very early in the morning to elect me, may God bless you. For those of you who voted for my opponents, I need you most. Come back so that we work together for the benefit of people of Kirinyaga Central Constituency. Mr. Deputy ... view
