  • 14 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, while appreciating the answer by the Assistant Minister, for the first time, I want to agree with Ms. Karua that there was discrimination. When I look at Kirinyaga Central, we did not have a Member of Parliament because of the petition and Kirinyaga East had issues, so I would like the Minister to come out and say whether this is the final figure or are we expecting anything for the district headquarters bearing in mind that Kirinyaga South is a very new district which does not have infrastructure? I cannot connect the reason why Kirinyaga South ... view
  • 8 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, while appreciating the Assistant Minister’s Statement, I would like to know at what point the Kshs20,000 will be released to the family. The family comes from my constituency and they are unable to even make the burial arrangements. Now that the house was burnt to ashes and all the NHIF cards were burnt in there, will the Ministry assist the family maybe in getting other NHIF cards? view
  • 2 Jun 2011 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that the Kirinyaga OCPD, OCS and DCIO have to share a vehicle because vehicles meant for the OCS and DCIO are unserviceable; (b) when the Ministry will avail new vehicles to the station; and, (c) whether he is also aware that eight people have been killed by criminals in Kirinyaga Central Constituency recently and, if so, what measures the Government is taking to improve security in the constituency. view
  • 2 Jun 2011 in National Assembly: Thank you Mr. Speaker, Sir. While I appreciate the answer from the Assistant Minister, he has said that Kirinyaga Central is one of the districts that will benefit from the fleet of vehicles that will be procured in the 2010/2011 Financial Year. So, noting that we are closing the year, I would like to know whether those vehicles have already arrived. Are we still waiting for them and, if so, for how long? view
  • 2 Jun 2011 in National Assembly: Mr. Speaker, Sir, the Assistant Minister has said that some of the vehicles require an overhaul. However, part of his answer in “c” says that the Ministry has intensified mobile patrols within the district. My question to the Minister is this: Which vehicles are being used for that patrol, while we know that there is only one functioning vehicle. view
  • 26 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister of State for Provincial Administration and Internal Security. I want to know why a suspect in the name of Antony Muema Mutisya has not been arrested for the last six days from the time he was alleged to have set fire on his spouse, Mary Nyakio Mwangi, who comes from my constituency, and her son, Wendo Nduko. It is alleged that Antony Muema Mutisya, who is a police officer based in Ugenya, Kisumu, had separated from his wife, Mary Nyakio Mwangi, an Administration Police (AP) ... view
  • 26 May 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would like to ask the Minister whether they will assist because the said Mary is admitted to Kenyatta National Hospital and her son passed on. Burial arrangements are going on, and the family is unable to pay the bills. view
  • 25 May 2011 in National Assembly: asked the Minister of State for Provincial Administration and Internal Security:- (a) whether he is aware that the Kirinyaga OCPD, OCS and DCIO have to share a vehicle because vehicles meant for the OCS and DCIO are unserviceable, (b) when the Ministry will avail new vehicles to the station, and; (c) whether he is aware that eight people have been killed by criminals in Kirinyaga Central Constituency and, if so, what measures the Government is taking to improve security in the constituency. view
  • 20 Apr 2011 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I rise to support this Motion. I want to congratulate Mr. Kioni for moving this Motion. It is timely. This is the time to implement this Motion. Madam Temporary Deputy Speaker, the other day, I visited my former school and I found that the same bursar who was there over 20 years ago. I went ahead to try to know about the salary increment and such. To my surprise, since the time I left there, the increment was about Kshs1,000. To me, a school is like a conveyer belt whereby both the teaching staff ... view
  • 20 Apr 2011 in National Assembly: Madam Temporary Deputy Speaker, when you go to those schools, you will see the same people who used to be your secretaries or bursars are now working for your sons and daughters. It causes some fatigue. You tell your son: “This was my bursar. This was my secretary.” I think if such a scheme is put in place, we could transfer them from school (a) to school (b). view
