  • 30 Aug 2011 in National Assembly: Mr. Speaker Sir, I beg to ask the Minister of State for Provincial Administration and Internal Security the following Question by Private Notice. (a) Is the Minister aware that Mr. Isaac Gatimu Gitari was murdered and his body dumped in a toilet in Karia village on 8th August, 2011? (b) Is the Minister also aware that some key witnesses in the murder case have declined to testify for fear of their lives and, if so, what measures is the Minister taking to ensure the witnesses are protected? view
  • 30 Aug 2011 in National Assembly: Mr. Speaker, Sir, I have been here for about four months and this is the third Question I am asking on insecurity. What is the Ministry doing to curb insecurity in Kirinyaga Central, especially in terms of going out and telling members of the public that they will be protected if they give any evidence? The main problem is that people do not give evidence and the suspects are not arrested. What is the Ministry doing to inform the members of the public about witness protection? view
  • 30 Aug 2011 in National Assembly: Mr. Speaker, Sir, on 26th June, 2011, I asked a Question pertaining to insecurity in Kirinyaga Central and in his answer, the Assistant Minister promised that he will dispatch a vehicle to Kirinyaga Central to try and curb insecurity in that area. I believe that the month is gone. When should we expect that vehicle in order to curb insecurity in our constituency? view
  • 30 Aug 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to continue misleading this House because the HANSARD shows that when I asked the Question on 26th June, 2011he promised that within the next one month; that is before the end of the last financial year, he would dispatch a vehicle to Kirinyaga Central? view
  • 16 Aug 2011 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Livestock Development the following Question by Private Notice. (a) Is the Minister aware that there is an outbreak of Anthrax in Kirinyaga Central district and the District Veterinary Officer has issued a quarantine notice? (b) Is the Minister also aware that farmers in Miringa-iri area and the outskirts of Kerugoya Town have lost all their pigs to the disease? (c) What measures will the Minister take to contain the disease before farmers lose all their animals? view
  • 16 Aug 2011 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister inform the House why farmers were supposed to pay Kshs100 per head while last year, during the routine vaccination, they paid Kshs70 per head, yet it was an emergency? view
  • 27 Jul 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has said that the water pipes have so far been repaired. If you walk along most of our roads, you will see facilities and utilities being destroyed for the simple reason that they are not marked. What is the Ministry doing to make sure that those utilities and facilities are marked so that, in future, we can avoid them rather than destroy them? I believe that is where we get the variation order because of the destruction. view
  • 19 Jul 2011 in National Assembly: asked the Deputy Prime Minister and Minister for Local Government:- (a) what criteria he uses to identify towns that qualify for a sewerage system, (b) whether he is aware that Kerugoya Town, the headquarters of Kirinyaga District, has no sewerage system and many businesses in the town drain sewage into Kathigaini and Gacii Streams; and, (c) when the Ministry will construct a sewerage system for the town. view
  • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, I appreciate the good answer given by the Minister. However in part (a) of the answer, he has said that this function was transferred to the Ministry of Water and Irrigation in 2002. I have a letter from his office which was written in 2008 stating that they would privatize the sewer in Kerugoya Town in the next financial year, which was supposed to be 2009/2010. Was it a contradiction or is it that the Minister was not aware that the function had been transferred when the Ministry was doing this letter to the county and the ... view
  • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, I am a bit concerned about the way things are handled in the Ministry. The people of Kirinyaga know that they received a letter from the Ministry regardless of whether the Permanent Secretary was new or had not familiarized himself with the processes. The Minister is aware of the existence of such a letter and he should have written another one to counter it. We are holding onto this letter. In part of the answer, the Minister has said that he instructed both the county council and the municipal council to mitigate on the issue of draining ... view
