(a) Is the Minister aware that Mr. Isaac Gatimu Gitari was murdered and his body dumped in a toilet in Karia village on 8th August, 2011? (b) Is the Minister also aware that some key witnesses in the murder case have declined to testify for fear of their lives and, if so, what measures is the Minister taking to ensure the witnesses are protected? view

What is the Ministry doing to curb insecurity in Kirinyaga Central, especially in terms of going out and telling members of the public that they will be protected if they give any evidence? The main problem is that people do not give evidence and the suspects are not arrested. What is the Ministry doing to inform the members of the public about witness protection? view
• 30 Aug 2011 in National Assembly: Mr. Speaker, Sir, on 26th June, 2011, I asked a Question pertaining to insecurity in Kirinyaga Central and in his answer, the Assistant Minister promised that he will dispatch a vehicle to Kirinyaga Central to try and curb insecurity in that area. I believe that the month is gone. When should we expect that vehicle in order to curb insecurity in our constituency? view

(b) Is the Minister also aware that farmers in Miringa-iri area and the outskirts of Kerugoya Town have lost all their pigs to the disease? (c) What measures will the Minister take to contain the disease before farmers lose all their animals? view

• 27 Jul 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has said that the water pipes have so far been repaired. If you walk along most of our roads, you will see facilities and utilities being destroyed for the simple reason that they are not marked. What is the Ministry doing to make sure that those utilities and facilities are marked so that, in future, we can avoid them rather than destroy them? I believe that is where we get the variation order because of the destruction. view

However in part (a) of the answer, he has said that this function was transferred to the Ministry of Water and Irrigation in 2002. I have a letter from his office which was written in 2008 stating that they would privatize the sewer in Kerugoya Town in the next financial year, which was supposed to be 2009/2010. • 19 Jul 2011 in National Assembly: Mr. Speaker, Sir, I am a bit concerned about the way things are handled in the Ministry. The people of Kirinyaga know that they received a letter from the Ministry regardless of whether the Permanent Secretary was new or had not familiarized himself with the processes. The Minister is aware of the existence of such a letter and he should have written another one to counter it. We are holding onto this letter.
