  • 5 Jun 2018 in National Assembly: Sorry, Hon. Temporary Deputy Speaker. As I congratulate the President for his Speech I want to refer specifically to paragraphs 49-54 regarding medical care. Even though the President indicated that there is a lot of improvement in medical care, I think this is not happening all over the country. We have some areas and particularly Busia County where I come from where medical care is still very poor and a lot has to be done. Mortality rate is very high and we have to send our patients to Kisumu or Eldoret to get proper medical care. I want to plead ... view

  • 5 Jun 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for the one minute. I was talking about corruption as it relates to counterfeit goods and corruption as it relates to goods being imported almost at double prices and allowing our money to be transferred outside as they pay for these goods. Corruption also is covered in those areas and we have to look at the importation that is done in this country, particularly the counterfeit goods which are going to ruin our factories. With those few remarks, I wish to support the Presidential Speech and thank you, Hon. Temporary Deputy Speaker. view

  • 10 Apr 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to also contribute to this very important Bill. This Bill, as you know, is very important in that it is geared towards improving irrigation in the country. This Bill has come up with issues regarding associations for irrigation schemes. It encourages small-scale schemes on irrigation which will help the people who are in crowded areas but have facilities from where they can engage in irrigation. For instance, in my constituency, we have very many beautiful river basins which are not utilised. I hope with this Bill in place, we ... view

  • 22 Feb 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this very important Bill, which is the Kenya Roads Bill 2017. I support the enactment of the Bill. We had a lengthy presentation yesterday from the Chairman of the Departmental Committee on Transport, Public Works and Housing on this Bill. A lot still needs to be looked into including the compensation that needs to be given to those who surrender their land for road construction. It takes a long time before the people affected by any road construction are compensated. In some cases, it takes almost ... view
  • 22 Feb 2018 in National Assembly: The other thing I would like to mention is about numbering of roads. We have Category S and Category A roads. I suggest that Category S and Category A roads be made trunk roads. They should be dual carriageways to avoid heavy traffic. For instance, if you are travelling to Nakuru from Nairobi, it takes longer than expected because of the heavy traffic. It is a Category A road that should be turned into a dual carriageway. view
  • 22 Feb 2018 in National Assembly: The Bill should define the roads that should be dual carriageways in order to avoid congestion of traffic. Rural roads, as it was mentioned yesterday, should be properly categorised as to which ones fall under county governments and which ones fall under the national Government. In some counties, the rural roads are very poorly managed to the extent that the long rains damage them within a very short time. The Government continues spending money on them. The Bill should define the areas to be left for the counties. The authorities being created should be very professional to ensure that roads ... view
