  • 6 Sep 2007 in National Assembly: Mr. Speaker, Sir, yesterday afternoon the Assistant Minister, Office of the President, Mr. Munya, was to issue a Ministerial Statement which I had asked for. Since we ran out of time because it was a Supply Day, he promised that he would do so, today. view
  • 6 Sep 2007 in National Assembly: Mr. Speaker, Sir, I would like to thank the Assistant Minister for the answer. However, is he aware that, that Ministerial Statement is full of falsehoods? The truth is that the man who was found dead had been beaten by the police. He was beaten and then thrown into the Land Rover. When the police discovered that the man was badly beaten, they threw him out of the Land Rover and left him for dead! Mr. Speaker, Sir, while I support the police effort to fight crime, I do not support unnecessary harassment of people in the name of Mungiki, ... view
  • 6 Sep 2007 in National Assembly: Mr. Speaker, Sir, what are the police doing to ensure that whatever they do, they do it with maximum justice and fairness? view

  • 4 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, my point of order is on an issue I raised on 22nd August, 2007 with regard to an incident in Kiriaini Market of Keru Location, Murang'a District where the police raided the trading centre, beat up people, locked them up and one person died. The Minister promised to bring a Ministerial Statement on Wednesday, last week, but he did not. Could the Minister tell us why and when he will bring the Ministerial Statement? view
  • 22 Aug 2007 in National Assembly: Mr. Speaker, Sir, I wish to seek a Ministerial Statement from the Minister of State for Administration and National Security. Mr. Speaker, Sir, last Saturday, 18th August, 2007, at around 6.30 p.m., an operation was carried out by the police at Kiriaini Trading Centre of Keru Location, Murang'a District. The operation led to a lot of beating of the citizens in the area indiscriminately, ending up with the death of one person. Thereafter, about 50 people were arrested and locked in a small police station in Kiriaini. They were released the next morning after paying Kshs1,000 each to the police ... view
  • 10 Jul 2007 in National Assembly: Mr. Speaker, Sir, while I thank the Assistant Minister for what he has said, is he aware that on 24th January, 2003, there was a court order for the two organisations to appoint professional and qualified auditors to mediate and have the assets and liabilities divided between them, so that those wrangles can come to an end? What is he doing to ensure that, that matter is speeded up? view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Assistant Minister has told us that the minimum entry grade to public universities is C+. We know that, that was the minimum right from the beginning. The number of students getting C+ and above has increased tremendously. We know that the actual entry grade to public universities is no longer C+. What is the current entry grade? view
  • 12 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, first of all, I would like to thank all hon. Members who made a very constructive contribution to this debate. I would like to acknowledge the following Members who made those contributions: Mr. Syongo, Capt. Nakitare, Mr. Jimmy Angwenyi, Mr. Poghisio, Mr. Sungu, Mr. Raila Odinga, Mr. John Koech, Mr. Obwocha, Mr. April 12, 2007 PARLIAMENTARY DEBATES 607 Omingo Magara and Prof. Maathai. These hon. Members talked in depth on the main topics in this Report. One of the topics was the impact of tourism on the development of the ACP countries. Mr. Deputy Speaker, Sir, ... view
  • 12 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, all the hon. Members who spoke on this particular subject spoke very positively. I am sure their contributions will be very useful to those Ministries which are responsible for tourism. It is unfortunate that nobody from the Ministry of Tourism and Wildlife was present in this House to hear what hon. Members were talking about. The second major topic was the issue of small arms, light weapons and sustainable development. We all agree that the influx of small arms and light weapons to our country has contributed to a lot of economic destruction; destruction of ... view
