  • 3 Aug 2006 in National Assembly: asked the Minister for Agriculture:- (a) what became of the Kshs641 million deducted by the Coffee Board of Kenya and which the Government pledged to refund to coffee farmers; (b) whether he is aware that coffee farmers are still experiencing a lot of hardships due to poor returns on their produce; and, (c) what immediate plans he has to ensure coffee farmers get good returns commensurate to their efforts. view
  • 3 Aug 2006 in National Assembly: Mr. Speaker, Sir, I wish to thank the Assistant Minister for that answer. Does the Assistant Minister recall that two years ago, the Minister for Co-operative Development and Marketing and even His Excellency the President promised coffee farmers in central region that, that money would be refunded by the Government? That is because farmers wanted to buy adequate inputs to resuscitate the coffee industry. view
  • 3 Aug 2006 in National Assembly: Mr. Speaker, Sir, while I thank the Assistant Minister for the debt relief of Kshs3.2 billion in respect of SKIP I and SKIP II, could he consider writing-off the balance of the Kshs5.8 billion owed by farmers? The Government had actually promised to write-off this debt? view
  • 2 Aug 2006 in National Assembly: Mr. Deputy Speaker, Sir, since the village youth polytechnics are community-based, could the Minister consider taking over all of them and providing them with both managers and staff so that they give some leadership direction in the communities? view
  • 18 Jul 2006 in National Assembly: Mr. Speaker, Sir, first of all, I would like to remind the Assistant Minister that when I served as the Minister for Education, for an aggregate period of ten years, I initiated the bursary programme. History will judge the current Acting Minister for Education harshly for abolishing money meant for the poor. What will be the fate of the orphans and poor children of this country who attend secondary schools? view
  • 4 Jul 2006 in National Assembly: asked the Minister for Roads and Public Works:- (a) whether he is aware that Kiriaini-Kiambuthia-Kairo Road which also serves Kiru Tea Factory was last gravelled in the year 2003 under the El-Nino Emergency Project; and, (b) when funds will be allocated to improve the 10 kilometre road to bitumen standard. view
  • 4 Jul 2006 in National Assembly: Mr. Speaker, Sir, I am glad the Assistant Minister is aware that this road serves a tea-growing area, and he knows the importance of that crop to the economy of this country. Is he telling us that when a factory like this is constructed there are no plans by the Government to tarmac a road that serves it? view
  • 4 Jul 2006 in National Assembly: Mr. Speaker, Sir, is the Assistant Minister aware that most hon. Members 1774 PARLIAMENTARY DEBATES July 4, 2006 have lost interest in the activities of the District Road Committees (DRCs)? The recommendations of the DRCs or the District Development Committees (DDCs) are never followed by the respective Ministries. Mr. Speaker, Sir, recommendations which have been made over the years are just in files lying in Ministries and Ministries come up with their own priorities. Therefore, the answer to part "b" of the Question is absolutely irrelevant. Could the Assistant Minister comment on that particular matter? view
  • 6 Jun 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. I thought my Question comes first. view
  • 6 Jun 2006 in National Assembly: asked the Minister for Roads and Public Works:- (a) whether he is aware that Njumbi-Gatunguru-Mioro Road (E-546) serves Nyayo Tea Zones, Gatunguru Tea Factory and links important trading centres which include Mathioya Divisional Headquarters; and, (b) considering the economic importance of tea in the country, when the road will be constructed to bitumen standard. view
