  • 18 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, is the Minister in order to anticipate debate on a report that has not yet been laid on the Table of this House? view
  • 4 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State, Office of the President the following Question by Private Notice. (a) Is the Minister aware of any official linkage between the alleged "mercenaries" marauding in the country and the Government of Armenia? (b) If it is true that the two "businessmen" are really investors, why are they accorded high security profile by the State? (c) What kind of business are these mysterious people doing in Kenya? (d) Is the Minister aware that this kind of secretive business dealings will discourage direct foreign investors? view
  • 4 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, in the first place, I have got no copy of the written answer from the Assistant Minister. So, the question I will ask will be on the basis of the answer he has just read. Is the Chair satisfied that the Assistant Minister is not involved in the cover-up of the two people because this is the third time this Question has appeared on the Order Paper? The Assistant Minister waited until the so-called "mercenaries" went to court to file a fictitious suit against Mr. Raila. Was it not a plan to apply the so-called rule ... view
  • 4 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, although the answer by the Assistant Minister is very unsatisfactory, I would like to ask him whether he is aware that the Minister for Trade and Industry said that the two "mercenaries" had no business plans or arrangements to invest in this 284 PARLIAMENTARY DEBATES April 4, 2006 country? So, can he tell this House what business these people are in? view
  • 4 Apr 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Are you satisfied that the Assistant Minister is answering the questions directed to him? My last Question to him was whether he is aware that the presence of these secretive businessmen can discourage direct serious investors to Kenya. What did he say? view
  • 29 Mar 2006 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Just before the end of the last Question, the Shadow Minister for Finance, hon. Billow, said that Ministers increased their salaries last month. Therefore, they have no reason for not coming to Parliament. If this is true, when was the National Assembly Remuneration Act amended to allow Ministers to increase their salaries? Can the Leader of Government Business confirm or deny? 148 PARLIAMENTARY DEBATES March 29, 2006 view
  • 29 Mar 2006 in National Assembly: No, Mr. Deputy Speaker, Sir. I said that hon. Billow made a statement to the effect that Ministers increased their salaries last month. I am not seeking a Ministerial Statement. We want to get confirmation--- view
  • 28 Mar 2006 in National Assembly: Mr. Speaker, Sir, I beg to ask the Minister for Foreign Affairs the following Question by Private Notice. (a) Is the Minister aware of any official linkage between the alleged "Mercenaries" marauding in the country and the Government of Armenia? (b) If it is true that the two "businessmen" are really investors, why are they accorded high security profile by the State? March 28, 2006 PARLIAMENTARY DEBATES 105 (c) What kind of business are these mysterious people doing in Kenya? (d) Is the Minister aware that this kind of secretive business dealings will discourage direct foreign investments? view
  • 28 Mar 2006 in National Assembly: Mr. Speaker, Sir, while I do not have very strong objections to that request, could we get clarification as to whether this Government is working together as one unit or is it working as fragments of units? view
  • 28 Mar 2006 in National Assembly: Mr. Speaker, Sir, the two Ministries could have sat down and agreed so that one Ministry can handle the Question, because some of the aspects clearly relate to the Ministry of Foreign Affairs while some of the aspects clearly relate to the Office of the President. Why could they not have sat together and brought us an answer by one Ministry? view
  • 22 Mar 2006 in National Assembly: On a point of order, Mr. Speaker, Sir. I would like to withdraw my name from the list of the hon. Members proposed for the Committee. view
