  • 29 Aug 2007 in National Assembly: asked the Minister for Health whether she could consider upgrading Mtwapa Dispensary to a Subdistrict Hospital. view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, when this health facility was built, the population of Mtwapa was below 10,000 people. The population of this town is now well above 50,000 people and, definitely, there is need for a more advanced facility to offer services to the increased population of this area. Is the Assistant Minister willing to consider building a more comprehensive and bigger facility in Mtwapa Town, so that it can serve the people in this area? view
  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am satisfied with that answer. view
  • 23 Aug 2007 in National Assembly: Mr. Speaker, Sir, I rise on a point of order to ask for a Ministerial Statement--- view
  • 23 Aug 2007 in National Assembly: Mr. Speaker, Sir, I stand on a point of order to ask for a Ministerial Statement from the Minister for Roads and Public Works. On 10th August, 2007, the Ministry advertised tenders for the construction of seven roads across the country. One of those roads is the Mariakani-Kilifi Road C107. On Monday, 20th August, 2007, a notice was carried in the newspapers cancelling the tender in respect of that particular road, while saying nothing about the other six roads. I would like the Minister to tell this House the following:- (i) Why was the tender cancelled? (ii) Whether the cancellation ... view
  • 25 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, water is life. This Assistant Minister is talking of master plans, a subject which he has talked of for the last four years. Could he assure this House that, apart from the master plans, the Government is actually carrying out rehabilitation of some of the projects, including the Baricho line and the Mzima Springs line? view
  • 24 Jul 2007 in National Assembly: asked the Minister for Environment and Natural Resources:- (a) whether he is aware that forest guards attached to Arabuko Sokoke Forest in Bahari Constituency are in the habit of harassing and demanding bribes from villagers on false claims of destroying the environment; (b) what steps he is taking to ensure that those inhuman incidents at Mkongani, Kararacha, Mpendakula and Matsanjeni are stopped; and, (c) in view of the seriousness of the matter, whether he could take immediate action to transfer and replace all forest guards at Gede Camp. view
  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, if the Minister had done his research, he would have found out that this matter is actually in the hands of the District Criminal Investigations Officer in Kilifi. That is the question of bribes. The area we are talking about is where the Constituencies Development Fund is investing Kshs18 million to build a fence against elephants. There is a lot of 2682 PARLIAMENTARY DEBATES July 24, 2007 clearance of forest there. What those human beings are doing is merely to collect the shrubs from the fallen trees. Could the Minister assure or tell this House whether it ... view
  • 24 Jul 2007 in National Assembly: Mr. Speaker, Sir, I am fully aware of that date and that incident that he is talking about. I have in my possession a document that was actually written by the villagers themselves, with the names of the people who were harassed. Even a pregnant woman was actually beaten. But this Minister is standing here to tell us that he is not aware! Mr. Speaker, Sir, I would like to ask the Minister to do further investigations on this matter. It is a very serious matter but he is taking it very casually! view
  • 18 Jul 2007 in National Assembly: Mr. Deputy Speaker, Sir, cases of misuse of force by the police as well as extra-judicial killings are rampant in this country. Two years ago when we discussed these issues in this House, the Government told us that the police will be retrained in the way they handle suspects and in aspects of human rights. Could the Assistant Minister tell this House whether there has been any retraining of police officers so that they behave a little more humanely and professionally? view
